Arc System Works worked on the NES version of Rolling Thunder, and it's been confirmed that Arc worked on Code Name: Viper.

I hear that Ningen Heiki Dead Fox (Code Name: Viper) isn't actually a ripoff at all. Legend has it that a major staff member behind the original Rolling Thunder left Namco over some dispute and made Dead Fox in revenge I guess. Sadly I don't remember where I found this info.
However, not only that, but apparently Arc System Works developed both the FC Rolling Thunder port and DF, though Capcom threw a sound team at their project. It uses a near identical engine, as DF has quite a few FC RT quirks.

Might as well point out that Dead Fox was made by one of the two teams behind the FC Rolling Thunder, using the same engine; the Arc System Works of old, back when they did lots of contract work. There was a rumor going around that someone from the original Rolling Thunder team left Namco for ASW, but I don't think anything was found out about that.
