Post them (and an example) here!
First is the more obvious choice, Sonic CD:
Second is Jet Set Radio... Both of them:
Last is probably the most obscure, Street Fighter EX 2:
I would've posted Megaman Network Transmission, but I haven't heard enough of it to tell yet. ... I also would've posted Bust a Groove and Metropolis Street Racer, if I wouldn't get laughed off this thread.

One of the first ones that came to mind for me is Skitchin'. It's very much a "so 90s it hurts" game - imagine Road Rash on rollerblades, with alterna-rock music as channeled through a Sega Genesis - but I'm still quite fond of it. I found a playlist with all the main "tunage" here but these two can probably be counted among the more memorable songs (they're among the few to receive "guitar cover" videos).

I like music that scares the shoot out of me. Otogi (XBOX) is legendary because of the way they use traditional japanee instruments.. to scare you into a trance. That shamisen plus shakuachi track is simply eerie. Otogi's first stage bgm calms everybody down. It's chilling. And a masterpiece (your mileage etc).
This track is fascinating. Terrorizing, but irresistible. Please, Kami of video games, preserve From Software. This BGM is simply mesmerizing. Oh, and guise, spend 5 bucks and try the game. Otogi 2... not so much.
! THE TRACK STARTS AT 1:04. But please let the intro do it's job.
I'm not sure we will have games like Otogi in the future. I really hope we do.
PS sorry, unable to find the BGM without the sound effects. HELP ME OBI-WAN MUTEKI. You're my only hope.

I'll name two for now. One of my favorites is Terranigma's. In conjunction with the game's plot, it conveys plenty of emotion. For this generation I would have to name Resonance of Fate. A beautiful orchestra. And let's not forget its kickass battle themes. EDIT: Colonel Kurtz, Otogi's OST is available for download here. I believe the track in the video is number 5.

For this generation I would have to name Resonance of Fate. A beautiful orchestra. Resonance of Fate's soundtrack worked well in the game, but it's definitely not the kind of thing I like listening to on its own. And it doesn't help that the soundtrack has a million versions of each song.

Have anyone tried Chrono Symphony? It's so good that you should just purchase it sight unseen or sound unheard or whatever-I-suck-at-puns. Buy it, listen to it, play it while making love, because love is the key to save all planets. thechronosymphony.com/

Earthbound. All of it.
I generally love every Mega Man game's soundtrack, but MM2 has a few real winners that elevate it for me personally.
And if you don't like the Mega Man X soundtrack, I just hate you.
Tempest 2000 makes me wanna flick the lights on and off real quick.

I've always loved the soundtrack to the Mechwarrior 2 "trilogy" just for its epic sound.
I don't remember this turning up in the original game, but instead always identify it with the underwater mission in the Ghost Bear's Legacy expansion.
This one is just pure epic. Picture it--dawn, the sunlight just barely beginning to touch the tops of the buildings; the distant *whump whump* of the massive battlemech feet hitting the pavement; the heat of the particle plasma cannons as they sizzle past.
Don't get me wrong, the soundtrack for Mech 2: Mercenaries was amazing for the game it was in. And that heavy metal shit can join me anytime it likes. But for clan v. clan battles, only the most awesome of soundtracks could do.

Another one that gets me odd looks is the Streets of Rage 3 soundtrack. I LOVE IT!!!!! Sure, it's not for everyone, but if like me you've ever spent all night in a warehouse dancing your face off, you understand what Koshiro was trying to do.
OH DAMN I CAN'T STOP RAVING!!!!
