What exactly are the best horizontal shoot 'em ups? The most popular are arguably the Gradius and R-TYPE franchises. But some people honorably mention the last few ThunderForce titles, Fantasy Zone, and probably the Cotton series, as well as contemporary ones like the deathsmiles series.

Lifeforce and Abadox are horizontal/vertical hybrids, don't know if that counts. Section Z and S.C.A.T. are good.

Some top-tier horizontal shmup that come to my mind now and they aren't Gradius and R-Type:
- Parodius series - Life Force - Xexex - Akai Katana - Deathsmile - Progear - Trouble Witches - Fantasy Zone series - Keio Flying Squadron - Magical Chase (the Game Boy Color port also is awesome despite the console's limitations)

Syder Arcade is a very good horizontal shmup. It was inspired by euroshooters like Project X2 (which is also a very good shmup). Also, the music in Syder Arcade is fantastic.
As for older horizontal shmups, I personally like Volguard II for Famicom.
I also second Thunder Force series, TF IV is especially good. And as for Mega Drive shmups, I enjoyed Aero Blasters.

Have to give a mention to Hyperduel, especially the saturn port with it's revised version.
I love the SNES verison of UN Squadron as well.

Parodius and R-Types are my favorite. Although overall I prefer horizontal to Vertical anyway.
What was the one where you fought fish? Taito made it, G-Darius? That was a really fun game too.

What was the one where you fought fish? Taito made it, G-Darius? That was a really fun game too. G- Darius and Darius Gaiden are amazing. I'd skip R-type Final, it's probably the most boring shmup ever mad with game ruining slow down. Any other R-type is solid gold.

I'm not good enough at these games to say what the "best" is from a technical standpoint, but my personal favorites are :
-ThunderSpirits -ThunderForce V -R-Type -X-Multiply -Einhander -Hellfire
I want to like Winds of Thunder (or Lords of Thunder, I'm not sure if OP would prefer I use the JP title over the NA one), but it was just too damned brutal.

I love a lot of the stuff that's already been mentioned. I think Gley Lancer and Elminate Down are really good as far as games that haven't been mentioned yet. R-Type Leo and Gradius V too, but those were technically mentioned in the first post.
Regarding my avatar: While I really like Black Heart's general design and it's one of my favorite games, I think it has a lot of flaws, so it's hard for me to say it's one of the best.
