At the time, it was certainly fascinating due to its art style, which channeled that old A-Ha "Take on Me" music video. As for my personal experience, I liked the noir-style writing, but it's sllloowww...I can't remember how far I got in the game, but I don't think much of anything of consequence happened, and the "let's remember things!" section at the end of each chapter was embarrassing. Despite the second push as part of the "Touch Generations" line, Nintendo of America must not have been too happy with its sales, because it neglected to localize its sequel, though an English version was released in Europe (and is apparently not great per the article). And then not long after, Cing went bankrupt.

Potentially relevant fact: Rika Suzuki - writer and designer for the Another Code and Kyle Hyde series (and even the J.B. Harold series before she joined CiNG) - funded her own company after CiNG went bankrupt. They aren't really a game studio though, rather they produce "digital novels" - but I guess it's not that much of a departure from her work at CiNG. It's available in Japanese only, unfortunately. Anyway, I really liked her games, even though they were indeed flawed. The writing and setting were pretty daring considering they're Japanese games, plus both Ashley and Kyle are very charming characters in their own way. Also funfact: I found Frank Raver (from Last Window) to be a surprisingly unnerving character because he looks EXACTLY like Jean-Marie Le Pen, basically the most well-known far-right politician in France. Seriously, look it up, it's just weird.

Maybe I'm getting to be a soft mark in my old age, but the true ending for this game made me cry like a little girl. Very glad to see the series getting some attention. It definitely isn't perfect, but the writing is top notch.

I couldn't quite determine if the company's name was Cing or CinG or CiNG. Also, your link is nonexistent. Isn't Cing stylized as "CiNG"? That's why I'm writing it that way. But now that I'm checking, looks like I mixed it up with something else. So well yeah, just "CING" in the end apparently. And oops, don't know how I ended up getting the url wrong.
