Kamniari Kishi Riot is the best game in the genre, especially the original arcade board. The version on MAME is too easy! And Double Dynamites is a good second (the 2 player version of Dynamite Duke). And don't the Sin & Punishment games qualify more as rail shooter games a la Planet Harriers? Here's another one not mentioned yet. There's are a few more korean pc ones I think... can't be bothered to look them up sorry

Double Hawk and Comical Machine Gun Joe for the MKIII/SMS maybe?
I was compiling a list of these for a feature at one point, maybe I'll get back on that bandwagon when I'm done with a few other projects.
Sin & Punishment is at that weird crossection where it's almost kind of a rail shooter, but its roots are definitely in these types of games.

Also the mame dump is a different rom version from my board. According to the dip sheet, default is zero stocks. And there are many attacks that take off half your life in one hit.

It's Space Invaders with aiming. I suggest this all be under one big "gallery shooter" umbrella.

oh there is also a game missing I loved: zombie apocalypse, amiga, 1992 and i loved the amiga version of cabal back in the day. when you are like 6 years old, shooting at stuff with a crosshair is really fun be it zombies or tanks. oh and I almost forgott, one of my favorite games of all time, missle command, also counts as a crosshair shooter,right??

Aqua Jack (Taito, 1990) is kind of like a mix between Cabal and After Burner What about Starblade and Vajra? Both Starblade arcade game and Vajra the LaserActive game are "traditional" first person crosshair games. i.e. they are like Operation Wolf, you can't move an on-screen character around. //offtopic: I really love the flat polygon graphics in both Vajra and the original Starblade arcade version, they look so clean and crisp. Who needs textures anyway

Wouldn't Star Fox and the likes count as well? You have a crosshair, you shoot (a lot) and you move your "character" around the screen, trying to keep it away from any hazards. Also, for all I know you can pretty much fly the whole time in Sin & Punishment 2, too, so it's not all that different from Star Fox if you will.

Just found this an unofficial Blood Bros - Arcade Machine iphone app for $1.99 by some indie developer. I'm surprised Apple allows this as it's basically MAME with a pirated ROM copy. Wouldn't Star Fox and the likes count as well? In Star Fox you shoot projectiles which collide with enemies, while in Cabal, Blood Bros, Wild Guns etc. the path of your bullets doesn't matter. That is, the bullets don't move between your character and the crosshair, and colliding with targets on its way, instead the bullets only impact on the point of the crosshair. Btw in Wild Guns the bullets are shown but it's only as a visual effect. Maybe I'm nitpicking but I guess that's inevitable with such a narrowly defined game genre..
