I hate the hell out of winter now that I'm older and have to work and drive in it, but I still like some winter themed areas from my youth. My favorite will probably always be the beginning of Tales of Destiny, but others that stayed with me are Super Ghouls n' Ghosts and Duck tales.

I thought all those mechanical fossils found amongst the scenery in Freeze Man's stage (Mega Man VII) were amazing.

Not sure of the name of the level.. But the level in DKC where as you travel through it, a gentle snowfall turns into an all out blizzard.. All accompanied by the superb soundtrack (Nothern hemispheres) One of my favourite gaming memories is the first time I played that level.

World 5 in Yoshi's Island, but especially 5-3. There's just so much to see in this stage. Firemelons, Heli-Yoshi, skis... Also F-Zero X' White Land. Driving along this endless road to this awesome track feels just epic.

Seiken Densetsu 3 / Secret Of Mana 2 is up there. But then again, I love that theme, and I love that game, so it might just be me being biased.
Blizzard Buffalo from Mega Man X3 is great as well, especially with the music from the 32 bit versions.
On a side note, Sonic 3D becomes a much more enjoyable game starting with Diamond Dust Zone IMO. I remember being like "wait, what is going on? This is a lot more fun than the levels before!" when I first got to that zone. And speaking of Sonic, there's Sonic 3's Ice Cap Zone as well, of course.
There's also the grittier "ice palace at dusk"-theme from tough as nails 16 bit platformers - Demon's Crest, Actraiser and Valis.

I love snow themes in games and art. Probably my favorite. The first that come to mind are:
Contra - Snow Fields SMB 2 - Level 4 Ducktales - Himalayas Mega Man X - Chill Penguin Ninja Gaiden -Level 4 MGS 1 & 4 - Shadow Moses Lost Planet - Just about the whole game.

The Mira-Mira world in Klonoa 2. Fun snowboarding and that palace level was neat. The snow stages from Yoshi Island, which gives me one of my fav winter enemies: Bumpty. Ice Cap Zone from Sonic 3 and Adventure. Recently with Mount Wario in MK8.

DoReMi Fantasy has one of the best looking winter themed levels I've ever seen. It's so simple yet so gorgeous. And, this might be a more obscure choice, but I really loved the frozen stage from Mega Man 7. I thought all those mechanical fossils found amongst the scenery in Freeze Man's stage (Mega Man VII) were amazing. You, sir, have fine taste The fossils were bad ass indeed. Can't hold it back anymore! The cold never bothered me anyway... sorry.
