Run and Guns/Shmups featuring tanks are some of the more methodical shooting games out there, particularly Metal Stoker and Granada, since their levels are more maze-like than most other games of this sort. Out of those two Metal Stoker is the more methodical one, with generally less space to move around in and fever chances of simply go out all guns blazing. It is more hide - attack - hide and relies more on memorization.
One thing the article didn't mention is that holding down the I-button locks the direction of fire. This technique really is the key to mastering this game.

Unless it was edited since you posted, it did. You move around with the directional pad, have one button to shoot with, and the other one can be pressed to keep you facing in the same direction while moving around.

That was always there. I think I just ramble so much that it's easy to miss something if I don't really talk about it. Looking over my recent contributions I tend not to really talk about a game's controls too much unless they're really bad or provide a really good complement to the overall feel of the game.
