Which emulator and settings should I use? Saturn would be fine too. Last time I tried it a couple of years ago I couldn't get the character to move. I had similar problems with the PC version. Normally I'd just buy it but I've heard that it's a frustratingly hard game.

I know this doesn't answer your question, but this game isn't that hard to the point of a player probably getting stuck, so I see no reason not to just buy it if you would usually do that. It's not that expensive, and it's one of the best platformers ever, if you ask me.
It's harder than you'd expect for such a colorful game, but it's nowhere near frustratingly hard.
That said, I have similar problems with getting the PC version to work. I can get it to work on newer Windows versions, but I can't get it at the correct speed or without crashing every once in a while.

I suggest you don't go with awfully unreliable emulators like ePSXe. I know it's the most popular one, but the emulation is not great and it's not very user friendly. There are other better emulators like pSx (also called PSXfin), and PSXjin. However, those are inactive now. The best PSX emulator right now is Bizhawk, it's user friendly, doesn't deal with awful plugins, and has tons of options. However, if you're looking to unnaturally scale PSX games to 1080p enhanced crappy filtered graphics, then yeah, you have to use ePSXe for that. If you want the original experience, use Bizhawk. Also, Bizhawk plays Saturn, Genesis, SNES, NES, Gameboy, PC Engine, Sega CD and lots of other consoles too. Get it from here: tasvideos.org/BizHawk.html

Tried bizhawk and after some hassle got it to work but it runs at 20-25 FPS and very stuttering sound on my old laptop. I'm sure it's good if those guys use it though.

It seems to be working well now in the latest ver. of ePSXe with the d3d plugin, just has some graphical glitches here and there. So problem solved I guess!

But that one has a bunch of differences in it, so no thanks. Anyway I've played through the game in ePSXe without problems, pressing F7 (IIRC) fixed the graphical glitches.

Mednafen via retroarch should be your first option though.
