So, I'm trying to play The Space Bar, but this particular issue happens to me on a few other games, as well. I've tried this both on VMWare Workstation 11, (Using Windows 98 and XP) and Oracle VM Virtual Box (Using just Windows 98), and I stil get the same issue. The game just runs unplayably fast, and I don't know how to fix it. I tried this one program called Turbo, which apparently slows down the system, but that didn't help a whole lot. Anybody have any advice on how to fix this?

The problem with virtual machine programs is that basically none of them actually emulate a processor. Virtualization entails passing the processor instructions more or less directly to your own computer's processor, so that applications in the Guest OS will run as fast as your computer is able.
Sadly, I don't know of a viable alternative right now. Even Windows Virtual PC does this; not all games are smart enough to cap their timer speeds, and I don't know of any user-friendly VM programs that can be speed-capped. I keep hearing of PCem, but that's a seriously massive pain to set up, and I don't know of any pre-configured versions.
So, I don't know. Maybe get on Craigslist and see if anyone in your area is selling an old Pentium 2 or 3 for fifty bucks?

Well, the good news is that after some experimentation, I got this mostly working properly on the Windows XP Mode of Windows Virtual PC.
The bad news is if I ever fully switch over to Windows 10, I'm screwed. Oh, well.
