Koei Tecmo/Team Ninja (Dead or Alive 5, Dissidia 2015) NetherRealm (Mortal Kombat, Injustice). Dimps (SFIV/V, Dragon Ball games) Eighting (MvC3, Tatsunoko vs Capcom)
I think ArcSys is on top, not only do they make a bunch of fighters but they help localize/distribute other company work like Under Night In-Birth and Chaos Code.

If I can ask, OP, why exactly do you feel that those particular developers are the best at making fighting games? I mean, Susan does have a point... you're just kind of listing them off at random. That, and I don't even know anything about half those companies you listed besides knowing they bring out a lot of super-niche, super complex fighters, mostly likely with rosters made up of young girls. I mean, not that that's bad or anything, if that's what you like, but... what's good or interesting about something like that, in your eyes?
For me, hmm...
Netherrealm - While their netcode could use some work, you can always count on these folks for some great visual design, tons of really smart ideas in their games, far more content than any fighting game offers, and games that always hit a great balance between ease of play and actual depth.
Iron Galaxy - Divekick, while it's a rather niche game on its own, is plenty of fun. That, and Killer Instinct is shaping up to be what I may call one of the greatest fighting games of the entire generation, given its speed, visual design, and unique mechanics.
Lab Zero - While they only have one game under their belt, the sheer struggle these guys went through to get Skullgirls out is commendable alone. Great game, with a great way of handling DLC. Everything they do is a real labor of love, and it shows.

Weird thread. Most of these aren't "fighting game developers", as Capcom releases a new Street Fighter every couple of years, but that's it. SNK is somewhere in between defunct and a Pachinko-company. SEGA hasn't released a fighting game in forever. My vote is for Capcom '94 - '99 and SNK '95 - 2000. (Not a fan of airdashers, sorry)

I think only Examu, frenchbread, and Arc can be called fighting game developers, I suppose we can add bandai namco and SNk in their too...I suppose Dimps too
Arc has done some amazing work in the past with their series and licensing work but as some people have mention most of their work seem too similar both aesthetic and gameplaywise. And As of late most people consider their product poor mess now due to how thee handle revision/ updates. Arc balancing practice is also become very questionable to this day, even being comparable to Nether realms ballance.
Frenchbread Been picking up steam with thier many different titles. MElty Blood is beloved by many,UNIEL is pretty good title, Denki gets some peoples attention, and shining force is eh...its their for those who prefer somethign different. Some of these are good and other are rough around the edges but personally hold these guy above arc system as they appear more ambitious with their games and still retain the "ease of play" yet hard to master games. Their trade mark making anime fighting that isn't straight ASW copy ( aside from Melty blood)
Examu Has been steady but only having one series that keep them afloat, But that series has been real treat to the fighting game world, I am speaking of Arcana hearts. AH is one of the most high pace, intense action, and frantic fighter you'll ever play with side of Cuteness overload. The series aesthetic may not make it popular among many fighting gamer fans but Heavy air fighting with homing, robust system with its arcana selection, and mild execution won its self a strong cult following. But examu would go on to do other fighter with......modest results. Those who love anime fighter with more Ground base feel will enjoy Aqua pazza, wanna know how psychic force/ senko no ronde would be in 2d sprites or were you fan of the tohou fighters but not fond of the rooster? well They made Deamon bride to fill that niche. Recently examu has made Nitro plus which seems to be getting alot of traction. The game is more less aqua pazza / Arcana hearts hybride that fall in the middle.
I'm personal fan of Eiting and their fighters that Include Bloody roar, Fate unlimited codes, Zatch bell, Naruto clash of ninja, Kamen riders, Tatsunuko vs vs capcom and castlevania judgement. Most of their titles are 3d fighter that still operates like 2.5 fighters.
Bandai namco fighter outside of tekken usulay fall in hybride or arena fighter types which I think they handle them well. I'm looking forward to Pokken and seeing what its offer. I think their doing the new jojo and Saint seiya fighter too so we'll see how they are.
I haven't played to many of the other games but they seem decent alternatives at times.Most of those fighters
