SNK does acknowledge that this game exists, sort of: Duke cameos in The King of Fighters 2000 (as an alternate striker, I forget whose though) and in 2002 (in the background of one of the stages).
Also, I suspect an Italic tag didn't get closed correctly, as most of the article after a few paragraphs is stuck in that mode.

Yuki can also transform into Duke during one of his specials in Neo Geo Battle Coliseum
Yeah never really liked this game. I tried my damndest to like it but wasn't a fun beat em up for me. Funny enough this was also one of the first Neo Geo games I played eons ago. It was on a cabinet that also had World Heroes 2

He's Ramon's extra striker.
I always wondered if the Duke in King of Fighters: Maximum Impact was partially inspired by him as well, as his backstory is that he was a vicious punk gang leader before he changed his ways and joined the NYPD. They have no resemblance at all besides that though.

Also, why is there a lone ? at the very top of the article page? Probably it's related to the tag problem you mentioned.

Ryu Saeba has the name and hair in his select screen portrait for it to be a reference. But you can tell somewhere along the line they wanted him to look like Guy from Final Fight instead. I do wonder if, because of the game having some limited gunplay in it, it maybe began life with more firearm action like its cinematic inspiration before making it a straight brawler.

I ordered Black Rain based on its description in the article (and the trailer). Cheers.
(Too bad the game didn't even impress me when I was 16.)
EDIT: Gary Powell, boss of round 3 seems to be named after Gary Moore and Cozy Powell (who played together when the game was released).

Just watched Black Rain. I have no idea why a Japanese developer chose a movie with pretty blatant (yet typical late 80s-Hollywood) anti-Japanese sentiments as a blueprint for one of their games, but I'm happy they did - in terms of presentation, the film is awesome. Even the Hans Zimmer score is great. The characters and the story play second fiddle, but hey, it's still very impressive.

Ha I'm glad you liked it. Kind of makes me wish Ridley Scott did some more action/crime movies like it, it's super stylish and you can tell how it heavily influenced even some later Japanese Yakuza flicks.

Absolutely. It's basically Blade Runner meets 80s cop with a mullet, i.e. awesome. Plus the production values and the craftmanship are outstanding. I can't think of an 80s action movie that looks this well made (well, Akira, I guess), and even when substracting the visual porn shots, only heavy hitters can compete. Certainly not the Can(n?)on Film lineup.
In short, it's a hell of a lot better than Streets Of Fire!

I love Streets of Fire too but literally nothing happens in the middle third of the movie.

I enjoyed it, but it didn't blow me away in any way. Black Rain did, at the very least visually and in terms of atmosphere.
So, it goes: Kung-Fu Master = that final Bruce Lee movie he never got to finish Renegade = The Warriors Double Dragon = Fist Of The North Star (? the artwork, yeah, but what about the game itself? Especially since the setting is different) Final Fight = Streets Of Fire (according to a staff member, the team was not aware of the film, though) Burning Fight = Black Rain Gang Wars = The Warriors, various Jackie Chan flicks (which ones in particular?)
What's Streets Of Rage's big brother, other than Final Fight? And especially, what was the source for Sengoku? That seems a bit too weird to just have come out of thin air. And 64th Street also seems a bit too particular.

I actually kind of like Burning Fight. But that's just the nostalgic side talking. It's not a great game, no. Nothing fancy, nothing special. And I've played better. But hey, it's pretty decent to me, so I'm okay with all of that.
