Does SNES Simcity even have a credits screen?
In my opinion, I would call it completed if you finished all the scenarios, including the Las Vegas UFO attack, and attained a Megalopolis on the gift scenario (which I think was Free land?).

With any Civ game, I would say beginning from the earliest possible start date and seeing it through to any victory condition (culture, space colonization, defeat all other nations) should count. Starting later on in time would seem like you're skipping out on "levels" of the game, IMO.
Not so sure that SimCity or the like should really count, since they don't have official endings.

Maybe completing all the scenarios if they're available? SimCity 2000 at least has them.
Although that leads me to wonder about something like Pokémon Conquest which has a "story" mode, but most of the content is in scenarios that unlocked after finishing it.

Cat Quest (Switch) Since repeats are okay this year, I replayed Cat Quest with a level 1 cap as that functionality got added last week along with other modifiers: stronger enemies, no equipment and 9 lives. Since everything has to be a cat pun, it's called "Mew Mode". You can also import equipment from a saved game, but I started fresh. In the regular game, the roll is useful to the point of being almost game breaking. Capped at level 1, you basically can't get hit at all so being aggressive and rolling away at the last moment is a requirement. Not really sure what my time is. Mew Mode is supposed to give you your total time, but I have no idea how to even interpret 3.01:27:21. It seems to me like it's taking "end date" - "start date" instead of giving the total time; I'm pretty sure I started Sunday night and finished Wednesday night which could work out to slightly over 3 days 1 hours, etc. I finished the original mode in just over 5 hours (noticed the roll over from 4 hours to 5 hours), and now the rudimentary Switch play log puts my total time as "10 hours or more" so I'm going to call it 5 since that's the minimum it should be. Total: 3 Letters: -C-O- Time: 14h Slight note on the screenshot, I got a bunch of XP at the total time screen, and the cap was ignored so my level is showing as 70 instead of 1 in the corner. The mark for Level 1 mode is on the bottom.

Samurai Sword, Famicom Disk System. Not to be confused with the western-made computer game Sword of the Samurai. Decent but forgettable adventure game.

Ninja Gaiden - NES
Attempted a speed run, but made too many mistakes. Like having to actually fight Kelbeross without the one-hit kill of the jump and slash. Died twice, made it through the game in roughly 20 minutes.

zerker. I'll think about it...but I'm not a big fan of changing the rules to accommodate one person, especially after I've already been strict about it before. I kinda came up with the current cutoff because I thought it'd be a good compromise. As for sim games. If they have scenarios or missions or something, they can be beaten. Otherwise, they're pretty much high score games. I mean, you could come up with your own goals, but that would become real messy real fast, so I don't think it's a good idea.

Ultraverse Prime(SCD) I give this game "some justice" and say that the music and some hilarious writing are the biggest highlights here.

Kamiko (Switch) Short time attack game with 4 stages from the developer of Fairune. I got this last year but got stuck and never finished. I have no idea why I had any trouble before as I breezed through this time. The gameplay is pretty simple. There's three characters each focusing on short to long range combat with a 3 hit combo and a special attack. You need to purify the 4 shrines in each stage then fight the boss. Each stage is small, and the bosses are varied but easy.
The game very conviently gives your time for each stage plus the total. I totaled 0:45:30.
Total: 4 Letters: -C-K-O- Time: 14h + 0:45:30

Is there really nobody else playing long games started in 2017? I got the impression that the 50% criteria was the more important criteria than the exact start time. I'm okay if we mark rollover games as tentative to be discounted for tiebreakers; I'm not likely to win even counting them. For the Sim topic, I probably shouldn't have mentioned Sim City, as that muddies my more specific question as to how to treat Railroad and Transport Tycoon. It sounds like Railroad Tycoon would probably fall into the 'beat all scenarios' camp, which would involve Eastern US, Western US, UK and Europe. Each one of these choices is quite long (100 years), and I'm only about 30-something years into one, so I'm unlikely to finish all four. Transport Tycoon Deluxe I'm still not sure which to apply. It basically runs on a random map generator and ends after 100 years of service (same as RRT). Non-deluxe only has one terrain type, so finishing it should count as beating the game (e.g. Civilization criteria). Deluxe has four terrain types, which do apply some differences. But so does playing Civ as a different starting Civilization. So either a single terrain victory is sufficient, or I need to beat the Temperate, Desert, Arctic and Toyland terrain types independently. Or I can play Temperate and pretend I'm just playing the base game, even if that's not technically the one I own. Neither game is going to hold back an ending/credits for not doing all scenario types, so by that criteria a single victory should be sufficient.

Considering that you knew how the contest works, it's really not that big of a deal to wait a few weeks to start something if you knew you wanted it to count for the next year. And if it doesn't get included, it's just one game, so it doesn't seem like too big of a loss IMO.
