Higan v106 - input completely non-functional

I just installed this tonight; I'd previously used older versions of Higan on my older hard drives, but this is my first attempt at installing and using Higan on my current hard drive. I initially was able to get controller inputs to be recognized and usable in-game (after some troubleshooting/testing), but when I saved a set of keyboard inputs for Super Famicom controller 1, then closed Higan, and reopened it, my inputs I'd customized had disappeared. I read online that this can be fixed by setting Higan to run as admin, so I did so.
Ever since I changed the program's settings to run as admin, however, I'm completely unable to change any controller input, anywhere, for Higan. When I double-click on a button to assign it, a message on the bottom says to press the key you want to assign it to... but with literally every key I try to press, I just hear that "ding" sound effect that Windows uses to indicate an incorrect click. Nothing happens in Higan, and I can't even exit the input menu after I've attempted to assign a key. I can close the input menu window, but whether I try to open the input window or a different settings window, it's still frozen on "Press a key or button to map [Up]..." I end up having to close Higan entirely, but when I open it and try to assign a key again, the same freeze happens.
I tried changing Higan's settings to not run as admin again, and that didn't fix it. I reset my computer, and that didn't fix it. I tried deleting my higan folder entirely (both where I'd unzipped its files to, as well as the "Emulation" folder attached to Higan that was stored underneath my computer's user name folder), and re-zipping the files again, and that didn't fix it.
I don't know what else to do. I can load up ROMs and they play, but I can't interact with the games themselves, either via keyboard or via my controller I've plugged into my computer. I don't know how to fix this glitch.
In case it's relevant, I also tried installing some custom shaders, for the sake of adding scanlines. I also set Higan to run in OpenGL instead of Direct3D. I tried deleting the shader folder, as well as setting Higan to run in Direct3D again, just in case, but it didn't fix the broken controller input window at all. I'm also using Windows 7 64-bit.
