They're just happy. Also, that's probably just how the main artist draws faces, so everybody looks like that unless they're frowning or laughing.
Apparently it's one of those France-Japan collaborations, like The Mysterious Cities of Gold. The schoolgirl character traveling the world in her dreams reminds me of Valis (this is too old to be influenced by Valis, though).
I don't really think about cartoons much, so I'm not sure what my answer to the thread's question would be. I liked Captain Star, but I don't know if it's that obscure.
I also remember digging a cartoon about kids with flying beds, but I don't know what it was called.

That intro just cracks me up, one of the weirdest and funniest things I've seen lately. In a weird coincidence my grandfather got a DNA ancestry test and I've learned I'm like 15% French. So hon hon hon! I guess.

So it seems Clementine's Enchanted Journey isn't as obscure as we all thought... Another thing that might not be that obscure is... okay, growing up one of my favorite animated movies was called John the Fearless. Since this looked unlikely to ever get a DVD release (its apparently not even available in its country of origin) I uploaded a VHS rip (I hope posting this link isn't against the rules) on my youtube a long time ago. Considering I've never been hit with copyright strikes over it, I would think the rights holders either don't care or don't exist anymore... anyway, it's really an awesome movie and its sad that not many people know about it. Here's some I recently remembered that I'm kinda wishing more people did: Puff the Magic Dragon - This was a series of three made-for-tv animated specials (these got a DVD release in the US, tho its hard to find now), clearly aimed at younger children, and yet are still satisfyingly intelligent even watched as an adult. Puff (voiced by Burgess Meredith) basically always helped out a kid who was going through a rough spot. What makes it work is that there was an attempt to examine the causes of the issues, not just deliver a pat moral. Now here's a cartoon with the dumbest name ever: "The Adventures of Herself the Elf." I don't remember what it was about (I seem to recall it being a Strawberry Shortcake clone), but who the hell names their daughter "Herself?" .. now here's one where I'm personally a little annoyed: There was a one-shot TV special in the 1980s called Poochie. I'd describe it, but just watch it yourself. (I hope that link works... I wasn't able to test it myself) I like it, though I can understand why it didn't catch on (the premise would probably have gotten weak after just a few episodes). Where it gets "annoying" is that the title itself, "Poochie," is one of those that is so generic it gets hits for a lot of unrelated things. Indeed, usually when I google it I get a lot of hits for some Simpsons episode.

So it seems Clementine's Enchanted Journey isn't as obscure as we all thought... I've certainly never heard of it before but I read it was only released in the US through two compilation VHS movies. It's too bad I never stumbled upon them as a kid because it looks like something I would have enjoyed. I'm sure it would have been in one of those musty smelling children's sections of a mom and pop video stores where I as a 90s kid would sometimes rent 80s cartoons like The Real Ghostbusters or Scooby Doo and The Boo Brothers. And this reminds me, I saw an animated Oliver Twist movie as a kid but I've been able to find what exactly it was as evidently there were several and I can't remember anything specific enough, just that it was probably 80s era.

K, I need to revisit that.
One thing to keep an eye on.... Clementine and several other weird animated versions of things were released by a company called Celebrity's Just For Kids video. Pretty much their entire catalogue is obscure stuff... even stuff that played on American TV (like Filmation's Ghostbusters, Bravestarr, and Saban's Macron-1) is stuff I didn't even know existed until I saw trailers for it.
I THINK I saw a video of theirs that had an advertisement for an Oliver Twist movie, maybe they're who you're thinking of.
