That is, video games where video games that, even in-universe, revolve around video games, or their narrative conceit is gaming-related, etc.

Abobo's Big Adventure -- Abobo's son is kidnapped; Abobo has to search for him in other games.
Alex Kidd High Tech World -- Alex's quest to go to the local arcade.
The Beginner's Guide -- You explore a series of prototypes of a game while an omniscient narrator, the game designer, explains why each part and build of the game was designed that way.
The Cheetahmen -- Boy is sucked into the hot new game, the Cheetahmen, and presumably becomes one of them (the game's a bit vague about this.)

Game Tengoku -- Vertical shmup set in an arcade where the player jumps from game to game to stop the bad guy from taking over all of the games.

Hyperdimension Neptunia series -- RPGs where you play as anime personifications of video game consoles, in a world torn asunder by the Console War.
Kid Chameleon - Kid is sucked into an arcade game; beat the game.
Lawnmower Man / Cyberwar -- Sucked into virtual-reality dimension, beat the games, you know the drill.
Lazy Jones - Janitor gets bored on the job and decides to play some video games instead.
Moon: Remix RPG Adventure - RPG about a boy who's sucked into an RPG.
Nanashi no Game -- Horror game about a game that kills anyone who plays it after seven days.
Omikron: The Nomad Soul -- David Cage mindfuckery involving internet demons luring people into a video game and then killing them for real.
Pony Island -- An endless runner game with an elaborate "operating system" framing device where you manipulate the "code" of the game to progress.
Retro Game Challenge - You must beat a bunch of retro games to appease a demon, complete with tips from fake gaming magazines.
Segagaga - RPG where your job is to save Sega's dwindling market share.

Virtual Bart - Bart Simpson gets a pair of VR glasses. Beat the games.
Wargames (as in, games based on the movie Wargames) - Playing nuclear chess against a computer that can't tell reality from make-believe.
Warioware series - Wario and his buddies design a bunch of video games; you've got to beat them all.
The Writer Will Do Something -- With E3 just around the corner, the player must determine how to respond to negative feedback regarding their game.
Yugioh: The Falsebound Kingdom -- Yugi and co. are sucked into a video game.
