As far as I understood however Steam did not directly remove the game; Red Candle removed it after the review bombing and the backlash, promising that they would've removed the offending picture and making it pass another round of "quality control" - after which it was never seen again.

In the end Red Candle did the only possible thing: they opened on their site their own online store with blackjack and hookers and finally managed to sell on their own Devotion, after 2 years since they were forced to delist it from Steam. I managed to buy it alongside its soundtrack (though I haven't played it for the moment) and suggest anybody with a slight interest in the game and/or its themes to do so. After all the profits will also go towards the development of their next game, which will apparently be completely different, being a 2D action game. Let's see what the future has in store for them.
