Hihou Densetsu's music and cutscenes seem to almost come from a different game than the gameplay.

Twin Cobra and Ikari 3:The Rescue Twin Cobra was a very basic shooter and Ikari 3 sucked/didn't live up to the Ikari franchise but both games had very good music in the first level. I agree, but I think you're just droppin' the name just to say it. Twin Cobra was awesome. If you thought that was bare bones, try playin' Tiger-Heli, it's prequel. And yeah, Ikari III did suck. but the music is fiiiiirrreee.

Oh, and I liked The Kung Fu/China Warrior for the PCE, but no one else did, so... thie music is good.

I'm going to have to resurrect this a little (sorry!), I'm afraid, to mention my favourite "mediocre" game with an awesome soundtrack: Gungage. Says it's by Fujimori Sota (Of Beatmania fame, mostly) and truth tell, there's a lot of that sort of pumping bassy trance to be found here, but according to other sources (and whom I originally thought it to be by), Yamane Michiru. She of Castlevania awesomeness. There's a bit of that sort of thing, in terms of sweeping melodies and rockier compositions. At the moment, the consensus is that it's a dual-credit. That's what the data I've read about the OST says, at least. A shame the game itself was pretty average, though I'll admit to really enjoying it despite.

I agree on China Warrior. I'll add Castlevania: Lament of Innocence into the mix too. So very concurred on both of those counts... only I don't consider LoI mediocre. But of course, that's just me, Professor Castlevania. As for CW, the gameplay itself is pretty bad, but that main music tune is... admittedly extremely cool. It should have been in Jackie Chan's Action Kung-Fu instead.

Not to mention the in-game music in China Warrior too.
Also, the NES version of Shinobi was extremely fucked with, but I like it's music more than in the original versions.

I would say Evil Zone, Tales of Legendia, and pretty much all the 3D Castlevanias fit the criteria. I've heard that King of Fighters MI was lack luster but I love the soundtrack. (Regulation "A")
I was not too crazy about Chrono Cross but I love the soundtrack.

Final fantasy 8. I'm not trying to jump on some final fantasy hating bandwagon, I like the series, but I reeally do not like that game. The music is great as you'd expect though

(Regulation "A") I was not too crazy about Chrono Cross but I love the soundtrack. Evil Zone/Eretzvajyu was scored by T's Music, supposedly. Which reminds me, I need to track down a Japanese version of it. There's some serious money in the voice actors they used. (Tomokazu Seki, Kikuko Inoue, Midorikawa Hikaru)

I entirely disagree with your assessment of Evil Zone *Wrote Evil Zone article* Also..I was playing with the random setting in mame when a adult block puzzle game appeared named Sadari. It's not too mediocre but it has a single song that's really fantastic (think Super Sentai style hero music). And interestingly MAME only binds it for 2 buttons..but apparently it uses 3!?

There was a small number of SegaCD games I tough were mediocre but had great soundtracks. Stellar Fire is a good example. I also liked 176 Street theme from the not so great Fatal Fury Wild Ambition.

Final Fantasy VIII tops my list. I don't like the story at all, but it's got an epic score.
