What's the recommended Atari 2600 emulator? preferably something like nestopia that has a filter that makes it look like you're really playing on an old CRT tv.
I want to kick it really old school.

I believe Stella is the preferred standalone emulator, but if fancy shaders and the like are your thing, go grab Retroarch and set up an NTSC shader.

For regular Neo Geo, you could use Kawaks, Raine, FB Alpha, or just MAME.
For CD, there's a "NeoRaine" fork with CD support, and FB Alpha has its own support. I don't know how good either of these are, but there's always MAME (that is, what used to be called MESS), I think.

Arcade emulators are a pain in the ass, I've never quite gotten the hang of MAME, which is why I was going to also opt for Neo Geo CD, but the NGCD emulator I downloaded doesn't work at all and I tried FB Alpha, but I can't get either arcade roms or NGCD isos to work, it doesn't detect the roms at all and when I try to play the iso it says the bios and crap are missing.
This is giving me a lot of trouble, all I wanna do is emulate SNK games, why is that so hard? Any help would be appreciated.

So Demul has a menu folder for selecting save states, but can you actually use them. If yes, how?

So Demul has a menu folder for selecting save states, but can you actually use them. If yes, how? If you are using the latest version, then the save states are broken. Actually, a lot of stuff is broken in the newer releases. Try versions v0.582 or lower for working save states.

Try versions v0.582 or lower for working save states. Mine says version v0.582, Build date: Oct 23 2013.

Re-reading your statement I notice you never said it was broken, but that you didn't know how to activate the states. Well, I believe the save state keys are off by default, so just enter the "controls" option in the emu, and bind a key to the save/load state option. Just be careful to what you bind them to, since it will conflict with other emu keys that cannot be moved around, and the emu won't even tell you if there's a a conflict of keys. So that pretty much means you can't use any of the F# keys for that.
