I never knew about bribing your informant with the second candy bar (though I did wonder about its purpose in the game). Who exactly is the informant in question? It's been a while since I've played the game.
The writer of the article seems to be a bit too much in a console mindset, calling the dragon Bahamut while a screenshot gives the name as Bahumat...

It's been a while since I've played the game. It's The Jake guy...the one at the Pleasure Dome. I actually forgot about the use for the other candy bar, because I forgot my gun for a good portion of the game, and I didn't pick it up until near the end. What happens if your gun gets stolen? I guess that makes that whole subplot with bribing the mayor mandatory...

I just played through the game explicitly to test out handing the candy bar to The Jake, and I didn't notice anything different. He will give you the call to meet him at the warehouse regardless of anything you give him.

Yeah. Some walkthroughs claim that you have to pick the dialogue option to give him your number, but even that isn't necessary.

Probably not. It might be considered freeware for that territory but I don't think it's freeware worldwide.
