Hope you don't mind the bump, but...
Wario Master of Disguise
It's not a particularly good game, but some of the soundtrack is great none the less.
The game loves its heavy metal boss songs and really overdramatic songs in general. Unfortunately, the association with this game means it's unlikely any of them will ever be remixed, like for Super Smash Bros or Mario & Sonic at the Olympics.
Mario Pinball Land
Again, it's not a particularly great game, but it looks and sounds good.
Latter sounds very familiar to Mario RPG fans too...
On a lesser note, Mario & Sonic, DDR Mario Mix and Fortune Street aren't exactly the best games around, but they do have some nice music in them none the less.

Sonic R is the game that comes to my mind the most. Fantastically produced europop that sounds less like a Sonic soundtrack and more like something that would be not out of place in DDR or DJMAX, and definitely one of those OSTs that truly shine outside of the game, while sounding completely out of place in its context (seriously, who in development team thought this was a good idea for a soundtrack?)

Sonic R would be pretty good with tighter controls. The graphics are good but the Saturn version has a shorter draw-in distance.

Soukaigi, composed by Kikuta Hiroki (Secret of Mana, Seiken Densetsu 3). I'm not even sure how I got through and finished the game. Raging Fighter for the Gameboy. I would not call it exactly "bad", but its gameplay is just not polished enough. However, on a technical level it is quite impressive. And some of the music tracks are among the best for the system:

Electrocop - amazing tech demo for the Lynx hardware, but not a lot of fun to play. The music is fittingly "electro":

Starship RendezvousIt's an 1988 'erotic' game, released for MSX2, PC-88, PC-98 and X68000. I'm linking to the MSX2 version of the soundtrack here. The gameplay is extremely sluggish, complete with jerky scrolling, and although the graphics are quite good in them, the 'erotic' sections of the game aren't that interesting either. It was however blessed with an avantgarde, ahead of its time soundtrack, that not only makes unconventional use of the YM2413 (a budget version of the OPL2), but offers some fascinating compositions that were quite lengthy for that time as well. Thank you! ^_^ Oh, I think I totally follow what you mean with "dissonant"; * The programming of certain instruments (actually an exploited glitch) is pretty much 'pressuring' the chip * The tonal qualities in the PSG percussion sometimes conflict with the FM voice channels * They did go somewhat wild with the deliberate detuning of channels The PC-88 version, for instance is significantly less 'noisy'. I do prefer the MSX2 version though, because reasons (one of them being nostalgia ).
