"...not having seen a proper release in North American or Europe... "
??
There's an European release. I tried selling my PAL version of the game recently but it has gone down in price... Ugh.

Dunno why the Japanese find German titles so exotic.

Every Xenosaga subtitle. Also Wachenroder. Although it needs to be said, that Wachenröder is only meant to sound German, not meaning anything at all. Another example for a German title, though, would have to be Panzer Dragoon Zwei. And then, of course, there are also supposedly German characters, such as Sieg Wahrheit in Chaos Legion.

"Bein Panzer"? OMG, that's too great for me to take. Regarding "Neinhalt Sieger": Sounds like a very likely theory. When I just read that name for the first time, I was thinking of somebody about to be hit by a train, shouting out "nein, halt!, but the non-stop winner theory is probably right. ^^

The queue and enemy reaction systems sound sALOT like Vandal Hearts 2, which basically plays just like that (IE: After you choose a characters actions, the next enemy turn would happen while your does)

In the UK it certainly reached store shelves, but according to sources was later pulled when SNK went under - I can't vouch for this, despite being in the UK at the time, since I wasn't following the NeoGeo Pocket scene very closely. Absolutely no idea about the US other than second hand sources.
