Nailed it. I maybe would have added Dahlia Guilespie, but yours is the tops. Ha, thanks! I was trying to think of someone from Silent Hill, but kept drawing a blank. Vincent is a good choice too, though. Such a smarmy little ass.

He also had the famous line, "You think they're monsters?" which goes a long way. The vest also kind of cements his insidious nature, IMO.

Ah yes, the line that inspired a million dumb fan theories like "omg what if the monsters are actually people transformed into monsters!?" when it's clear that he's talking about perspective, to him the monsters are probably just interesting specimens (they probably don't attack the cult members) and first and foremost of course, he's just trying to fuck with Heather.

Actually, I think that's literally what the line is supposed to mean. The defining characteristic to Silent Hill is that it alters your perception of reality, after all. Whether he really means it or not, of course, is the crux of the scene, and absolutely what makes it so perfect.

Skullmageddon from Double Dragon Neon comes to mind as a recent but really funny, memorable villain and final boss. You can throw a haircomb at him and if you aim right, it'll knock his hat off, which will eliminate one of his attacks.
Earthworm Jim had some pretty funny villains. Psycrow probably wins with his punny name and the fact that crows eat worms, make him a silly but surprisingly well thought-out antagonist. But Professor Monkey-For-A-Head and Evil the Cat are pretty hilarious too. You only have a real boss fight against Evil the Cat.
No One Lives Forever games had great villains. I guess I would pick the Mime king from the second game.

Kinda weird that Magma Dragoon didn't list, well, Magma Dragoon.
Let's see. Repetitions are obviously possible - in fact, let's start with one: -Geese Howard -Dr Robotnik / Eggman -Wario (borderline, as 90% of his personality comes from games where he's the hero) -Baby Bowser -Shiva (Streets Of Rage) -LeChuck -Largo LaGrande -Purple Tentacle (DOTT) (it IS the purple one, right?) -Orochi
And since Abstract Daddy was mentioned... the "You can see it too? For me, it's always like this" portion of Silent Hill 2 is one of the most incredible pieces of storytelling EVER. Because this one could not have been done in any other medium. It's absolutely tailored towards being a game, and the metaphor itself is incredibly striking. Absolutely great game, too.
But overall, the "engaging" villain-type I like best is Geese Howard, whereas Eggman is the goofy one. Funny how they are presented in a similar manner, too - FF1's "Geese watches your progress" portions and Eggman's constant "what is this annoying hedgehog doing this time?!?" speeches pull the same stunts IMO.
