Youtube doesn't do it justice due to its 30 fps cap, but Jaguar XJ220 is delightful and the smooth scrolling is excellent. Yay, Sega CD. Ah, I had this game as well, though hardly played it ._. I bought it new many, many years ago in a dutch Intertoys. Problem was it was the frickin NTSC version. I played it for the first time, some years later when I tried my first MCD emulation. Still makes me wonder why they sold NTSC MCD games in a regular unspecialized toyshop oO' Well, today their Intertoys have the same lame selection as any Gamestop here^^ I think the game itself is still resting in one of my CD wallets. Definately gonna play it again, should I ever get my MD/MCD combo modded^^' And yeah, the SMS version of Road Rash is frickin impressive. Z80 Power to the MAX!

I really like and recommend the two F1 Race of Champions / Exhaust Heat games by SETA for the Super NES and Famicom. EDIT: C.P. Brain's Hyper Battle Game: Zen Nihon GT Senshuken for Super Famicom is also a great title.

Seconding Nigel Mansel and Top Gear/Racer. Top Gear was my favorite because of the co-op, nitro and the awesome music.

Super Monaco GP for Genesis was the best 16-bit racer. Real F-1 tracks and a career mode that simulates an actual racing career of moving through various levels of sponsors and the quality of cars that come with them was really cool, and the sensation if speed was amazing for the time.
SNES racers always suffered from a sluggish feeling due to that system's slow CPU, and Mode 7 tracks always looked flat and lifeless to me.
