Hard to explain, but here's my best attempt: Music that's terrible, boring or not catchy, but provides the right atmosphere in some way.
For instance...
Geom Cube's first VS. level has this as the backing track. It's not very interesting, but it definitely fits for the first fight in a puzzle game. It's especially good because the music "kicks in" at the same time the battle begins (0:07).

Basically every review of Solar Jetman (NES) talks about how awful the music is, but I always felt it fit the theme perfectly. It's bleak alien music for exploring bleak alien worlds

Can we talk about music that's not good in a traditional sense, but still awesome? I guess my example would be the "Commando" soundtrack because it sounds like a really fucked-up mashup of action movie music, sleazy 80's saxophone solos, and kettle drum.
