How did it get past NOA? Probably the same way that huge cross at the Castlevania 3 intro got passed. Or the cross in that Zelda 2 town, and the dozens of crosses in the cemetery.
Or maybe Sunsoft lied to them and said that's just cold air coming out of his mouth.

Rey, how could you not mention Golgo 13? Nevermind, it's low hanging fruit, I don't blame you. Seriously, that game still impresses me on how much they got through - they cut the nudity, but there's still (very bluntly) implied sex, blood, and you can smoke cigarettes in Greece to get health back. As for Batman, I love, love, love the retarded fill-in cinemas in the prototype. I can't express this enough.

I forgot about G13 yeah. Metal Gear also has cigarettes. I guess they allowed "adult" things if the game was being catered to a more adult audience? If such thing existed back then.
Or maybe it was because cigarette's were still not considered as evil as they are today? Just like cartoons back in the day showed their characters smoking.

They also still had "candy cigarettes" back then (now they're called "candy sticks" and don't have the fake lit end, or the parody cigarette packaging). As for "mature" games, they did have "Taboo" on NES which had a warning about it not being for kids, so I think you're right - maybe they were able to get special dispensation if it weren't ok to show cigarettes?

I think it's a mistake to look for rules for these because before the ESRB appeared there wasn't any real consistency with various publishers' methods gauging how mature the game's content might be. Even the way religious iconography is presented and altered (one of the most talked about aspects of NES censorship) was often wildly different from game to game.

Very interesting! Even so, I think we're better off with the bizarre version we ended up with on PCE. I would have been pissed off to receive that thing for a gift as a child, but now it feels like a rather unique part of history.

This is really interesting because if it was previewed like this in 1989, it was probably set to come out with Sunsoft's other movie adaptation games in 1990, but the Bomberman style PCE game still made it out (barely) in 1990. So it would seem like they didn't get too far in this version. While the colors are different, it looks very similar to Genesis game.
This is cool because, like the NES Batman: The Video Game, it seems like they were basing the look more on the comics early on.
