Wasn't there a pretty elaborate fan game that released around the same time AMR2 did? Pokemon Uranium or nuclear I think. My roommate was playing it a bit before Sun and Moon and it seemed really good.

There was a pretty decent game on the GBC called Magi Nation that is close to Pokemon.

Uhm, anyone remember Zanzarah? It was released in the early 2000s. I played the demo back then and thought it was kinda cute, but very minimalistic, which,well, can kinda be said about pokemon too, right? You play a girl, wandering through some magical forest, catching fairies and have them fight aiganst other fairies though you kinda control them directly in battle. Wow, it...is actually aviable on steam right now, I would not have guessed that: store.steampowered.com/app/384570/and it got mostly positive reviews. It seems so weird to me that a game which is over 10 years old and wasn't considered anything special back in the day now is seen as good on steam. Tells you a lot about the average quality level on steam,doesn't it?

You need to take every single older game with a huge grain of salt, because this long after the release of course only the people who liked it are willing to buy and review it. In case of Zanzarah I remember it as competent but just plain boring so yeah. I think I first encountered this wierd tinge of nostalgia googles when I tried to get any enjoyment out of one of the (many) Raptor re-releases on gog.
(this has a flipside, which I dub "the homeworld effect", or maybe "the homm effect" in which people who are playing a crappy re-release or a horrible hd remake are swamping reviews with positive opinions because they simply lack any frame of reference to how the original played)

I think the difference between something like Raptor and Zanzarah is though-SHMUP is a highly marginalized genre which is kind of outside the mainstream and only appeals to a specific group of people- and for those, a high rating might be adequate. Something like Zanzarah though, well- I'd argue its market as a Pokemon-Clone is bigger than for you average shmup, plus... how many people actually liked it back when it was new? Is it honestly something of a "cult classic"?Raptor probably is;)

I don't know if it's good or not, but the latest bundle I bought has this Nuumonsters game, clearly inspired by Pokemon Red/Blue, the dev made it because there are no Pokemon games that are exclusive to PCs: steamcommunity.com/app/1487940/
