Considering this interview, would that technically mean: Roc'n Rope > Bionic Commando? Transcription: "Both Bionic Commandos make use of the wire action we saw in Roc ‘N Rope. Was it an expanded version of the type of action pioneered by their predecessor?" "Yeah. Roc ‘N Rope had a lot of limitations due to the hardware of the time. I quite a few ideas I’d been wanting to try piling up on the back burner."

And Konami made their own successor to Roc'n Rope in the same year with Miracle of Almana on the FDS.

Starflight > Protostar: War on the Frontier I don't think anybody from the original Starflight team worked on Protostar. The project was initially started by EA as Starflight 3, but all the work was done by a different developer.

Compile created Pochi and Nyaa after they sold Puyo Puyo to Sega. The company actually went bankrupt before it got released, and other company took the job to publish it.
Recently in 2016, the founder of Compile released another clone called Nyoki Nyoki for 3DS.

I can't find any other source that supports this claim. There is, however, plenty of evidence for the opposite; Ybarra had left EA long before Starflight 3 was made, he wasn't even involved in the development of Starflight 2 anymore. In order to qualify for this topic, he needs to be affiliated with Tsunami Media, the company that developed and published Protostar. But he isn't mentioned in the credits of that game either.
