When I run ePSXe with the default settings (save for the resolution at 640x480 instead of 800x600), I get this:  But what I want is this:  I want crisp pixels instead of blurry filtering. However, I can't find any option to turn filtering off in the video options. Any advice on how to do this?

First of all, stop using epsxe. It's an old and unreliable emulator. Second of all, you need to use a soft plugin that doesn't enhance the graphics, and make sure you turn any filtering off in the options. But messing around with a bunch of unreliable plugins is so played out and ridiculous nowadays. Download Bizhawk ( tasvideos.org/BizHawk.html ) which uses Mednafen as its core, and will give you pixel perfect emulation and you don't have to mess with plugins, or experience the crashes and hangs common with epsxe. You also get tons of great options such as the ability to bind any key to any emu option you want. You get pixel perfect graphics, fast forward, rewind, lots of save states, cheat menu, pixel perfect screenshot button, and many more.

I gave that a shot, but I can't get Bizhawk to load a PSX .bin file. I installed the prerequisites and the BIOSs. When I try to load it, the emulator asks me what platform to use, but after that I just get a black screen. I tried loading a Game Boy ROM, and that worked fine.

You never load iso/bin, you always load the .cue

You never load iso/bin, you always load the .cue Created .cue files, which did the job. Thank you. The only think I need now is for Bizhawk to accept my mouse as a PSX Mouse. I tried to change that in the controller config menu, but couldn't find an option for that. Any idea how to do that?

I didn't even know there was a PS1 mouse. I guess it's too obscure and they never added it.
I'm using an old version, so I don't know if they have added that functionality yet. But check the cotrollers option. There should be an arrow to the right of each key for extra inputs. Maybe there you could select it.
Also, when you open a game, a new option should appear in the emulator called "PSX". Maybe it lets you do it there too.

Which plugin are you using? The OpenGL drivers have a "Textures" section, make sure to disable texture filtering or to select "unfiltered 2D". With the soft driver, I think you might need to change the Stretching options to scale up keeping the aspect ratio.
I think the Mednafen standalone does support mouse input. For ease of use, you can get an external GUI, like Mednaffe.

Just in case, also uncheck "Screen filtering". And in Stretching mode, there should be an option called "Scale to window size, keep aspect ratio"; I think that's the only thing missing.
