Contra: Hard Corps Castlevania: SOTN Nanatsu Kaze - No Shima Monogatari And a demo for Native on your beloved Jag was damn impressive Of course, since i'm the Atari Jaguar nut here, here are some of the best looking 2D games on the Jag. IMO, those who programmed and even managed to release a game for the system deserves respect since they were working with shitty development software and assembly coding...well, except one...
(this is the one that was not coded in assembly but rather in C thanks to a compiler by High Voltage Software, who were the top dogs when it came to program for the Jaguar)

Creatures 2 features possibly the best-looking pixel art on the C64, and couples that with smooth-scrolling and animations too, with a lot of nifty effects. That looks very good but that honor would go to Mayhem in Monsterland, one of the last oficial releases of the C64 While technically impressive they are both rather bland looking.

Strange that nobody mentioned the Metal Slug games? They have really excellent spritework especially 1 and 3 (4 doesn't count and 6 has a somewhat different style).
Speaking of that there's also Gunforce 2 from the same developers, which is somewhat of a MS precursor:
There are several Irem games still from the same team with great spritework, for example In The Hunt. The submerged city, docks/factories and sunken ruins still look fantastic today.

Toaplan was prime in the 90s. Not only they made lots of quality titles, a few companies formed up after their disbandment. Must be something, right? This is from Dogyuun, one of the better looking ones from their library:

Lionheart on the Amiga looks incredible. Lots of fancy effects including scaling in the intro.
