I've been trying to get back into seriously playing games over the last couple of weeks, after something of a break due to things I had to take care of, but I don't know what to play and would like some suggestions.
I'm on the look out for games with optimistic/pro-active characters, a charming or light-hearted atmosphere, and/or a positive outlook on things or message to provide to the audience. These can be games for any generation and on any console, if you like. I can't really think of any examples off the top of my head, but I guess that's why I'm asking y'all this. Thank you.

Doki Doki Universe.
Seriously, I don't know why this game is so overlooked, but even putting that side, it sounds like it is EXACTLY what you're looking for.

The first two Trine games have a nice charming fairy tale vibe to them, if you don't mind playing what is the closest thing to a Lost Vikings sequel:
New Zealand Story-everything about that game is absolutely ADORABLE and sweet, even the music
Pick a Kirby game, any Kirby game
Ultima IV-not exactly oozing with cuteness and charm, but it's very idealistic, morally speaking, with the objective being to commit various good deeds and complete your spiritual quest to become "The Avatar"; also, there is no big foozle to thwart, which is kinda unique; the problem is that the interface is kinda outdated, so i wouldn't entirely recommend it; maybe the console versions fare better in that regard, I don't know:

The Pirates! games have a really light tone considering what you're doing in them.

Harvest Moon 64 (or any Harvest Moon game) Lunar games or Grandia 1 Katamari Damacy Secret of Mana Recettear
Those are some cheerful games that came to mind. As mentioned earlier, Kirby is great for relaxing with.

Parappa the Rapper Umjammer Lammy Bust-A-Move/Bust-A-Groove -All light-hearted music and rhythm games.
Fantastic Night Dreams Cotton - Cotton just wants to stuff her face with "willow" candy. And will achieve those goals by several stages of 2-D scrolling shooter action.

Pepsi Man
Monster Lair 3 - Turbografx/Duo/PC Engine. Just fabulous redbook audio soundtrack

If you can tolerate the VB red color, this is a extremely simplistc but fun game. It also has one of my favorite soundtracks for the system.

Shin Megami Tensei IV: Apocalypse 🙃 (not really but being overly cheerful/idealistic was a real complaint some people had and not totally unwarranted)
Kirby: Squeak Squad Legendary Starfy Trauma Center (serious but it is about saving lives. Trauma Team can be a little goofy) Yarn Yoshi

Klonoa 1 and 2 are two of my absolute top games to play when I’m sad or when I feel that the world is a particularly cold and terrible place.
Kirby is definitely an option here but I think Klonoa is more comforting and - dare I say it - plays better.

If you're looking for an RPG that falls into this category, you can't go wrong with a PopoloCrois game. The PopoloCrois series never fails to put a smile on my face, and though it's not always happy, it IS always incredibly idealistic and hopeful -- that's sort of its defining characteristic, in fact.
This particular game is my baby, so I can't help but push it -- but it really is a sweet, charming, incredibly uplifting game:

I'm surprised no one has mentioned Animal Crossing yet.
Also, I haven't played this myself, but Dropsy might be something to check out.

I have played it for a while and it definitely falls into the "optimistic" category, even if in the beginning it could seem a little creepy. Fantastic Night Dreams Cotton - Cotton just wants to stuff her face with "willow" candy. And will achieve those goals by several stages of 2-D scrolling shooter action. The original Cotton had somewhat dark graphics though, I suggest the SNES remake: The SNES had several other cute-em-ups as well.
Taito were the masters of cute and light-hearted games, I suggest also TNZS's spiritual sequel Liquid Kids:
