And which arcade systems? A good reference site: system16.com/Edit: To clarify, I mean when did arcade games (or some specific arcade system) reach a point where the 5th gen consoles couldn't really pull them off anymore? I guess this is a pretty small window where they were ahead until the dreamcast though I'm not sure about that, maybe there were some advanced arcade games in the 00s too that I don't know about. It seems to me that games like Scud Race and VF3 almost required a generational leap, but then something like Tekken 3 just scaled back some things like background 3D models and still looked and played great on PS1 so without comparing them directly it's basically the same experience.

Not sure what you’re asking, but if your asking when consoles surpassed arcades, IMO, it’s when the Dreamcast was released because it was identical to the Naomi. There was suddenly much less that the arcade could offer over consoles and people had less reason to go. Ps2 and Xbox were the final nails in the coffin.

Basing this on like to like game performance - Capcom's CP System III I would say was ahead of the 5th gen systems and that was in 96. I think even System II was ahead at least with the type of games it was doing. Only Saturn was running these games well, and even some of those required a RAM cart expansion.

Yeah, this is a weird question since the arcade hardware has always been more powerful. 5th gen. is when you start to see better parity of consoles and arcade hardware with boards starting to be based on consoles for easier arcade to console porting rather than being easier for console to arcade porting. Sixth gen. is when that turns into the standard with stuff these days seemingly just being special purpose PCs. They've never needed to play catch up and have always been ahead unless they're a deliberate decision for equal performance.

Speaking personally it's when I first saw Soul Calibur for the Dreamcast and thought it was far superior to the arcade version.

SC is a special case because the arcade version is on Namco System 12 which is based on PSX hardware. It looks quite good compared to a PSX game, but the base hardware wasn't exactly top of the line at that point. The Dreamcast was a real step up in power.

JoJo is a good looking game, but the Street Fighter III games and Red Earth are where the CPS3 hardware really shines.
edit: The PS1 stand characters tend to look super pixelated (possibly for memory reasons?), similar to certain animations in the PS1 versions of Capcom vs SNK and Samurai Spirits 2.

Yes, the high detailed animations and of course with lots of frames used in CPS3 require a high amount of RAM. So that's why you see reduced amounts of frames and less detailed sprites with less colours on 5th gen hardware.
