1997 looking good.
One issue though is Impressions. They were originally British, but also had a US office. Development was done in both locations, though what exactly was done where is not very well documented. Looking at the people credited for Civil War Generals 2 in particular, those seem almost exclusively American (not surprisingly, given the subject matter). I think that one should count as a US game.

Joymania (Knights & Merchants) is German.
And here are a few where it's a bit ambiguous or not certain: Warhammer: Dark Omen should be UK. Check out the credited names and you see later credits at EA UK (Harry Potter etc.), Relentless Software and Supermassive Games. Rogue Squadron: Factor 5 were of course originally German, but had moved to the US in 1996. In any case, the game was co-developed by LucasArts's internal team, so it's at least a US/EU hybrid, if not completely US depending on one's point of view. And with Caesar III and Lords of Magic or any Impressions game, there is the uncertainty on whether it was done in UK or US or both. On Ceasar III in particular, it looks to be a mix of US and UK graphics artists.

Some more corrections:
Zoo Keeper and Qix (arcade versions) were made in the US for Taito America Space Invaders (2600), Frogger (2600 und 5200), Vanguard (2600), Star Trek (2600) - all ported by American companies, there might be some other 2600 and Coleco ports that are currently incorrectly listed under Japan Bubble Bobble also featuring Rainbow Islands - most of the work was done by Graftgold (UK) Death Rally - Remedy is from Finland. Going by the credits, only the testing was outsourced Twisted Metal 2 (Win) - I don't think there were any non-American developers involved in this port

Can't find that info. I corrected the previous games, will check the others. Edit: Added Graftgold to Bubble Bobble af RI. The other two I'm not sure about but they'e close enough as is I think since Mobygames lists the other companies as co-developers.

If you don't know it, check out the Giant List of Classic Game Programmers for credits on these old one-man projects. These games would have been done at Atari, Parker Bros. and Sega Electronics. Speaking of Sega Electronics and Star Trek, you have many of their games as Japanese, but they were an American branch of Sega. See segaretro.org/Sega_Electronics
