Does anyone know what game this song is from?

Hey

There's an old game Gamemaker/flash game that has several songs.
Some of the songs have been identified to be from other games - Croc 2, Kirby Canvas Curse, Portal, etc.
There's one song - a really great kickass tune - that nobody seems to know and I've spent years looking for it.
It sounds so much like Mega Man X. I'm sure I've checked all the SNES, arcadey, etc. Capcom games of the era.
And I don't think it's a remix using the MMX soundfont because that became more common when Blitz Lunar ripped the soundfont long after this game came out. It's possible someone made a custom raw spc, but it's really unlikely, plus the other songs identified in the OST come from other sources/games.
To me it definitely sounds like a SNES or arcade game. It also reminds me of old RPG battle themes.

Does anyone have any idea at all?
