Tales of Legendia. It's my least favorite Tales game, but the music is top notch.

The Granstream Saga. I wish I could find the soundtrack, I remember liking a lot of the music from this one quite a bit.

Romancing SaGa 3 has a really great soundtrack, but the game's non-linearity might scare some people off.

Dragon Seed. Don't know if anyone else in the world even played this... it was basically a Monster Rancher ripoff and the combat was based on rock paper scissors. But damn the music was awesome, almost drum and bass-ish

Gameplay-wise, it's waaaaay below mediocre, but Timecop has some awesome music.

Don't know if it's been mentioned already, but I actually enjoyed Super Hydlide's music. The game itself generally sucks though.

Dragon Unit/Castle of Dragon has a pretty cool metal soundtrack (at least in the arcade version), but the game itself is rather... wooden.

Didn't Doom "borrow" some riffs from well-known metal bands?

Even though I was probaly the only one who liked Advent Rising, a lot of people disagree with me so Im going to have to say that Advent Risng gets my vote for midiocre game with awesome soundtrack. Tommy Tallarico did a real good job on it.

Haunted Castle (arcade), naturally. I'll try and save you 40 quid by saying never pick up Ibara. ;D I like the system, myself, but Ibara takes it to a whole new world of difficulty and despair for the average shooter fan. And there's another for the list. Ibara. Such an awesome, awesome soundtrack pissed away on a game that I'll never be any good at... I've not played the following game, myself, but if everything I've heard about it is accurate, Baroque deserves a mention in this topic, too. It may be my favorite game soundtrack ever, haunting and ethereal, perfect to fall asleep to. Chaos Legion's soundtrack almost reminded me of it, in a way. Dual Orb 2 for SNES qualifies, as well.

Final Fantasy Mystic Quest is not really a classic of rpgs (I liked it thought), but the soundtrack was nice.

The first Metal Gear (for NES) wasn't crazy good or anything, but the second song on the soundtrack rocks. I'm not sure about the name, but it's the first music you get outside of the title and cutscenes.

Twin Cobra and Ikari 3:The Rescue
Twin Cobra was a very basic shooter and Ikari 3 sucked/didn't live up to the Ikari franchise but both games had very good music in the first level.
