The first Batman game on the NES was more atmospheric than a lot of 32-bit titles I can name, due in large part to the music.

Castlevania III is my absolute favorite, no bout adoubt it. Though, for that matter, pretty much anything Konami was incredible: The first two CV games, the two Contra titles, any and all Gradius/Life Force, Crisis Force, Gyruss, Teenage Mutant Ninja Turtles, and whatever little music in Blades of Steel was pretty bitching. Other favorites include the first three Mega Man titles, Bionic Commando, the Ninja Gaiden games (the first one especially, the second one's also great, not-so-much the third one but it still had some good stuff), the Kemco-Seika exploration trilogy (Shadowgate, Deja Vu, Uninvited), The Immortal (the sound is somehow much better than the Genesis version), the Guardian Legend, Rygar (it may be a bit redundant, but GODDAMN if that caverns theme doesn't rock all sorts of ass), ANYTHING Sunsoft (Blaster Master, Freedom Force, etc.), and of course, I can't resist the classics of Metroid, Zelda, and any Mario game (including Dr. Mario). I think that's a fair deal of good shite right there.

I really like the 8 bit Dragon Warrior soundtracks. The first time I heard some of the DW2 music in symphonic form I was really sort of disappointed. I similarly don't care much for the soundtracks in the 16 or 32 or later games in the series. The overworld music in DW1 is absolutely crushingly sad. As if that game needed anything else to crush your spirit. Same thing with the dungeon music. The music in DW2 is a lot more cheery but I still like it. Faxanadu has a great soundtrack, which is to be expected considering it is by Falcom of Ys fame. It's really quirky, some of the instruments they chose give it a very unique sound. Everything is great, but some standout tracks are the song you hear in the first area and the boss battle music. Golgo 13 is a seriously underrated game in general, but the soundtrack is perfect for a spy/assassin game taking place during the cold war. Awesome stuff, and "mature" games nowadays could learn a lot from the way this game is presented and how well the soundtrack helps to carry the atmosphere. My favorite tracks: the title screen song, the song that plays when you meet with informants, and the "walking around Berlin" song. Legacy of the Wizard is another great Falcom game. It's got that synthrock feel that most Falcom music has. I love the item screen music (so mysterious) and also the "walking to the dungeon" song. That song really defines adventure for me... it's a perfect adventure song. Metroid is a great game but if you turn the music off you lose a lot of the effect. This is a masterpiece soundtrack. It's quirky, disturbing, experimental, and as good as the 16 bit sequels soundtrack is, nothing beats the first Metroid. The title screen makes you dread what is coming up, only to be let down by the upbeat music in the first area that sounds like it should be in another game. I like to pretend it is in there for ironic reasons. It's almost like the soundtrack to a horror movie. And towards the end the game the music devolves into synth burps and whirs as you get closer to the completely alien intelligence controlling the planet. I think my favorite 8 bit soundtrack is Tombs & Treasures. Another Falcom game, this doesn't have the syth rock soundtrack you'd expect. Instead it's a really atmospheric and moody (sometimes chilling) soundtrack that really helps the atmosphere in the game. This is another game that suffers if you do not have the volume on. The only letdown is the battle music (but then again the battles themselves feel completely out of place). This is a game I have very fond memories of. It has a very claustrophobic feel to it (you are exploring ruins after all), but the soundtrack is really what gives the game this feeling. I am particularly fond of the "overworld" theme. It's short and loops quickly, but that's okay. Ultima: Exodus is my favorite port of Ultima III, and the music is a big part of this. The battle music is not great, but everything else is golden. Favorites include the Castle British music and the Ambrosia theme (the saddest game music ever ;_;). Freedom Force does have a great soundtrack, particularly during the mind-blowing animated intro cinema. Kinda off topic, but the opening cinema blows anything in Ninja Gaiden away, it's really impressive.

As far as I know, the game's developed by Hudson Soft, so the music is probably by their staff as well.

Double Dragon 2 is the only one I actually still listen to, so I'd say that wins.
Though I've got fond memories of Mega Man 2 also.
Seconding Gremlins 2; good choice.

I'd have to pick Mega Man 2, Double Dragon 2, Bionic Commando, Silver Surfer, Power Blade, Rygar and Snake's Revenge all for NES. The latter is in fact very very good, despite being a somewhat bland title.
