There's a lot of things in Earthbound that I consider rather relaxing. The final boss themes certainly do not qualify in this spectrum. Symphony of the Night also has a few relaxing songs; in particular, "Crystal Teardrops," "Dance of Pales," and "Lost Painting." Almost everything else is either energetic or nightmare-inducing. The Fatal Fury team's King of Fighters 96 version of "Big Shot" is damn mellow. And awesome. I know there's an album entirely consisted of calming music from various Nintendo games. That was the Peach collection, I believe. There was also a Koopa/Bowser collection of loud/fast music and a Luigi collection of "B-sides" (really unconventional music), but that's getting off-topic.

Psyvariar 2. With the exception of a couple of boss themes, the whole OST is pretty mellow techno. Both Wave Race soundtracks. Completely seconded. Psyvariar 2 has a phenomenal soundtrack that is really mellow trancey stuff, great to chill too. And Wave Race speaks for itself. BELL PADS FOR THE WIN!
