Whats the best console emulators for psps?

Gen/SegaCD: Go grab Picodrive, as it supports most Genesis and Sega CD games (no 32X though).
NES: NesterJ, if your PSP supports the 1.50 firmware. If not, [e]mulator is an adequate alternative but it doesn't support as many games.
SNES: Unfortunately, SNES9XTYL is the only good one; you'll need to mess with frameskip settings to get good performance in anything more demanding than Chrono Trigger. Good frickin' luck if you want to run Mario RPG, Kirby Super Star, or the Super FX games.
GB/GBC/SMS/GG: MasterBoy is my clear favorite. It supports save data (unlike [e]mulator), save states, and has a pretty slick interface. It'll run just about anything, even supporting the crazier stuff like the GBC's "digital" sounds (i.e. the speech in Klax, the sounds in general in Perfect Dark). About the only game I've had trouble with on it is Shantae.
GBA: gpSP. Go get the 0.9 version, as that is the ORIGINAL version by Exophase and not the inferior "kai" version. This will run almost everything - notably it has problems with Shining Soul 2 and many demoscene productions, but still, it'll run about 95% of the GBA games out there. Make sure you have a GBA BIOS!
Other: [e]mulator also does an admirable job with the TG16/PCE games. If you can get it to work, MVSPSP is great for Neogeo games, and HANDY PSP is a darned good Lynx emulator (for what it's worth).

[e]mulator also runs Wonderswan, and PSPMSX is an excellent MSX, MSX2, and MSX2+ emulator that has an incredible amount of options and even supports the display of snapshots in its ROM list.

FinalBurn Alpha runs Guwange. Why Cave won't put me out of my misery and just release a home version of that game I'll never know.

I will echo the sentiments of Picodrive. It's pretty customizeable, and runs every sega cd game I've thrown at it. Some may have taken some tweaking, but what can I say? I just wish I could take screenshots with it.
If you want to play Neo Geo Pocket games I suggest Race. It's pretty damn awesome as well.
Homer's Rin is good for some gameboy color stuff.
PSPKVM is good for cell phone games. I played that King of Fighters cell phone volleyball game on there. It was pretty cool.

Currently i'm using on my psp slim:
no problems= full compatibility, sound & 100% speed on every game I tested.
Nes: Nesterj 1.11: no problems. GB/GBC: RIN 1.32 : no problems. GG/SMS: SMS+ 1.24 : no problems.
GBA: gpsp, some games have speed issues, a couple did not run at all, but most games are playable with a decent framerate.
SNES: snes9xtyl 0.42 unfortunately, many games run slow, but again, most games are playable & some work flawlessly.
Other: Colem psp (colecovision): no problems Dosbox (DOS): older games run fine, depends a lot on which game you want to emulate. Scummvm (Scumm engine): no problems

I just wish I could take screenshots with it. You can! Install Custom Firmware Extender and you'll be snapping screenshots of your PSP games and homebrew in no time. Super handy stuff.

Awesome link, Roushi, but do you know if there's a PSP-1000 version of the CFE plugins? These claim to only work on the PSP Slim.

I haven't got a PSP-1000 to test with, but it appears v2.2 works peachy with it. One of these days I'll get around to playing with pspstates on my slim...it sounds so dang neat.

Snatcher keeps freezing for me D: Are you using a version you downloaded off of the internet (from some place like...say...the Underdogs...) or did you rip it yourself? Every problem I've seen people have with Snatcher in the last 5+ years has been a result of using the same screwed up ISO+MP3 rip that's been floating around online for damn near ever. FWIW, I tested using an image ripped off of an original disc that I converted to ISO+MP3 myself and didn't have a single problem all the way through the game on the previous release of Picodrive for PSP.
