I wanna play them!
What are my emulation options?

NullDC is pretty much your only option as far as these games are concerned. Hope you got a good computer, though. Both work great, iirc.

The last time i checked NullDC's compatability list it said both of those games don't work though.

I don't know about Jet Grind, but Cannon Spike played perfectly on the last NullDC version. Or maybe it was on chankast.

I couldn't get Cannon Spike to run in nullDC, but Chankast ran it at around 40 FPS (with lots of enemies, i got around 30 FPS). There were some graphical glitches and the sound was choppy, but for the most part it's very playable
Jet Grind Radio ran perfectly in nullDC with very minor graphical glitches in the text (still easy to read) and didn't bother trying Chankast.

Alternatively, what would it run me to pick up a dreamcast and/or a copy of either of these games?

The file extension at the end of the cannon spike I downloaded. It apparently stands for "Nero Disc Image'

The copy you downloaded was more than likely intended to be burned and used on a console. It should still work if you burn it and use that in the emulator, otherwise you can try to convert it to a supported filetype or redownload it.
As for burning software that supports .NDI, obviously Nero does and Alcohol 120% does as well.

I don't have anything I could burn the disc onto, and I don't have a DVD burner at any rate. So I guess i'll just have to find another file.

Try looking for downloads with .CDI files, they're self-bootable and run in NullDC easily.
