Is it possible to import a Suikoden save file into Suikoden II when running them on a hacked PSP? I want to get into the series for the first time and I want to play them on PSP.

Can't say for sure, but supposedly if you give them the same Game ID(using icetea, not sure how it works with other converters), as you convert them to eboots, you can do that.

Well I can't make eboots on my PC for some reason. It just gives me a weird error. Maybe if I download a Suikoden II save state with Suikoden cleared status and use that to start with...

If you're running the latest custom firmware (as of this writing, 5.00 M33-6), Sony's revised the PSP's emulation to have a Memory Card Manager in the Home menu. Just load up Suikoden 2, run the manager, and import the data from the first game.
