Hagane was developed by CAProduction, which seems to have been started by ex-Technosoft staffers (game designer Osamu Tsujikawa and programmers Izumi Fukuda and Takashi Iwanaga worked on Herzog Zwei and Thunder Force III, among other things). Even if they don't mention it, CA Production is also the developer of Gate of Thunder and Winds of Thunder, indeed.

Interesting stuff!

Hagane was developed by CAProduction, which seems to have been started by ex-Technosoft staffers (game designer Osamu Tsujikawa and programmers Izumi Fukuda and Takashi Iwanaga worked on Herzog Zwei and Thunder Force III, among other things). So they left? This would explain much: as a long-time Thunder Force fanatic, I was always convinced that TF IV was a weaker experience than TF III. The music, okay that was somehow a little better, but the weapons felt imprecise, and the first four levels of the game were just empty spaces designed to show off massive layers of parallax. What a dull start to any game! I must now play every game CA Production have released.
