The answer is, and possibly forever will be "Enemy Zero". Don't get me wrong, the game still has it's charms and Kenji Eno's own brand of crazy is thick into it, but the janky ass controls and convoluted systems just brought it down down down.
But that soundtrack...
Scoring Michael Nyman was nothing short of a triumph.

I'd say Chrono Cross is the poster child for this concept. One of the very best game soundtracks ever, in my opinion, and I also think it has some of the very best game character art too (great visual design all around), yet all this fantastic stuff is stuck in a thoroughly mediocre game. I'm honestly amazed that I have so much merchandise related to a game that I don't even like (the game in both English and Japanese, the US strategy guide, the promo clock, the OST, still waiting on the AST that will supposedly come out, and the Missing Pieces art book). All that just because the music and art is THAT good.
Of course, I know Chrono Cross, as a game, does have some fans, but to each his/her own.

Nice to see this thread is still going over two years after I started it.
Looking through, it hit me that nobody put the Gameboy Castlevania Adventure in here!
One of the worst of the classic style Castlevanias still has superb Konami-brand music, especially for the hardware.

I like Castlevania Adventure's music a ton, but I wouldn't put it because I like the game itself too. I'd rank it higher than most of the 3D and Metroid-vania games (and most of those have good music too).
Probably the winner in terms of bad game with good music for Castlevania would be Haunted Castle. Some fantastic tunes in there. Although to be honest, as sloppy as it is, I even have a soft spot for that game.

Both The Adventure and Belmont's Revenge had great music, especially considering the limitations they were faced with. Dracula Best 2 is easily one of my all-time favorite OSTs.

Chronos on the ZX Spectrum isn't a BAD game as such (just a very average Spec-quality shmup), but it was very fortunate to have Tim Follin working on it. This was what the man was able to do with a 1-bit synthesizer:
Pretty stunning. Alas, this music isn't in-game - it's title screen only, and the actual game is filled with the typical Spectrum bloops and beeps. Great work for the Spectrum though...there's also this, which is stunning in it's own right:
Glider Rider, by David Whitaker - and this music was in-game to boot. It only happened a few times, but the Spec, and outrageous. I can't recall this being a bad game, just not a particularly memorable one outside of the soundtrack - this is as good as nearly anything the SID could do for me, but whereas the C64 produced great soundtracks with some regularity, things like this were quite rare on the Spectrum.

Ridiculously convoluted plot and wacky accents = character development concept aside, I loved Chrono Cross. The music was a big part of that. Easily my favorite Mitsuda soundtrack.
Though speaking of Mitsuda soundtracks, I hated Xenogears and loved its soundtrack.

Chrono Cross and Xenogears are by no means bad games (at least if you don't include disc 2 of Xenogears). Chrono Cross in particular remains one of the highest ranking games of all times - it's presently at 92.18% on GameRankings, which is pretty good for a 13 year old game.

No games are bad or good for a fact, no matter what any rankings say, it's just a matter of opinion, and with this topic, it's obvious that they're "bad games" only in the opinion of the poster.
And regardless of the rankings, I'd say Chrono Cross is a pretty divisive game. I've seen a pretty balanced amount of love and hate for it.

The critics loved Chrono Cross but it's an incredibly mixed game among gamers. Same with Xenogears, really.
And I don't think anyone's using 'bad game" in an objective sense. Even kusoge has its fans and masterpieces have their haters.

I think Tim Follin could make anything sound like a guitar Let's just say the game itself was so bad it was never released Anyone here who played Lord of the Rings on SNES? The game is some rage-inducing utter garbage but its soundtrack is more than impressive It's like there's sitting a whole orchestra in the SNES*g
