Ah! Dragon Quest IX has a DLC quest relating to Santa Claus, and you can even gain his suit as armor for your party. That ought to be real soon, actually...

There's always the Grinch game for the Dreamcast if you're looking for Holiday Cheer. Serious answer: Rise of the Triad has a few holiday modes on specific dates. On Christmas, both the character select screen and level music are changed out for something more seasonal. Are there Doom mods where you're supposed to be Santa and you're shooting up the toy factory with all the elves in it? Actually, yes. Although it's more like Santa vs the Doom monsters.

Napple Tale is the first thing that comes to mind. I'm not sure how well you can emulate the Dreamcast in your PC these days. It was a launch title better than most other games I was able to try with the system. It has a very moe outlook to the cast. Wiki claims the game was made by an all female staff. I used to only know the name by its Yoko Kanno OST until I could play the import. Don't worry about Japanese. You can figure most things out on your own. If not, there are FAQs to consult. It is sad Sega chose to not release it overseas. It is easily a game that will make you want to own the system (or emulate it). Arsia is way too cute for her own good, while the scenery looks very dreamy. It may be the best 2.5D I have seen put to use after the 1st Klonoa. Yeah, I've played some of NT too with a faq and it is indeed a charming, quality game. Hopefully some day, someone will make an English patch for it.

Almost forgot about Napple Tale, but I'll third that one. Never did finish it, but I was really, REALLY enthralled by it for a while. It's an adorable game that absolutely OOZES charm. Definitely one of the unsung gems of the Dreamcast import library.
