Hey guys. I'm in a dilemma, I need some really fast paced action games. heres the console criteria

For the SNES, I suppose Contra 3 would fit the bill (though given where I'm posting this, I assume you've already played it =P). Outside of that (and the Turrican games), I can't think of much else.
The Genesis has quite a few really fast games, given its speedier processor (compared to the SNES). A few great examples of this include Sub-Terrania, Vectorman, and the Bare Knuckle/Streets of Rage games.
As for the Sega CD...well, I haven't really played too many Sega CD games, but out of the ones I've played, I could recommend Mickey Mania and Puggsy. And before I forget, have a look at Silpheed and Bari-Arm.

Fast-paced Sega CD game? SILPHEED. That game can get quite nuts. Just a major warning, should you try to beat it... the final boss has GOT to be one of the cheapest mechanical bastards I know of. I only beat the shithead on my absolute last continue with only two hits remaining... they do NOT come any closer than that. There are many good ones for the Genesis, with wildweasel having mentioned some classics. He mentioned Contra III for the SNES, and thus, I also recommend Contra: Hard Corps for the Genesis. Target Earth is very batshit outright balls-to-the-wall frenetic (and real frackin' difficult), and any game that Treasure has made for the Genny(with the exception of Light Crusader) is real hard-hitting. They include Gunstar Heroes, Alien Soldier, Dynamite Headdy, and a fighter based from Yu Yu Hakusho. A few other good ones to mention are El Viento, Gleylancer, Pulseman, Rambo III, Ristar, any of the three Shinobi games (Revenge of Shinobi, Shinobi III, and especially Shadow Dancer), any of the Thunderforce games... heh, I think I've imparted more than enough to keep you busy. The SNES library doesn't seem to favor the fast and furious crowd as much, so there aren't many recommendations I have for this one. Ganbare Goemon 1, 2, and 4 has lots of intense action to go around... not so much 3, as it has a good emphasis on the adventure aspect of the game. Hyperzone can be rather furious, if but a little monotonous. The Mega Man X games, of course, are good candidates, and the SNES trilogy is miles better than the PSX trilogy. The Rushing Beat trilogy is an underrated beat-em-up series by Jaleco, but we better know the games over here as Rival Turf (Rushing Beat), Brawl Brothers (Rushing Beat Ran), and the Peace Keepers (Rushing Beat Shura). However, Rushing Beat Shura was EXTREMELY butchered in its American incarnation, so keep that in mind before playing the Peace Keepers. Pop 'N' Twinbee also rules. Intense action and cuteness somehow go well together. Run Saber is a kickass title, even if it does borrow several elements from Strider. Oh, and U.N. Squadron, definitely U.N. Squadron.

Alien Soldier is so fast it's hard to know what's going on.
Thunder Force 3 and 4 are also pretty fast for shoot-em-ups.

Ghost Chaser Densei is a fast paced Japanese SNES beat'em up (rarity for the old "three enemies on screen at once that look beautiful but move so slow that they're traveling backwards through time" SNES) that is quite fun. The soundtrack helps the pacing and it's one of the precious few beat'em ups (relatively) where you have various running attacks to speed things up. The rom is easy enough to find, and if you don't mind ordering from Japan you can get the game itself for less than twenty dollars.
For the SegaCD/Genesis check out Sol-Deace/Sol-Feace. Simple shmup but the Motoi Sakuraba soundtrack and fast speed make it fun. Also extremely common (it was a pack-in at one point), you can get the real deal for less than ten dollars.
On the Genesis there's a fast shmup called Biohazard Battle that is pretty merciless as you go through it.
Also you MUST check out Bio-Metal on the SNES, definitely the fastest shmup on the system. Great game from Athena. The US version has a totally different soundtrack that uses various house music themes, fits but pales before the Japanese soundtrack which is the typical dark sci-fi shmup music we all love. It got totally changed because I believe (like with Space Mega Force/Super Aleste) a few of the Japanese tracks mimic some already existing songs a little too much for comfort.

I think Hagane on the SNES is always great for a quick blast, tonnes of weapons, special moves and fast action for the most part. Creepy ending too.

Oh man that game is amazing. IMO it's more of a Ninja Gaiden game than the actual Ninja Gaiden III on the NES. No cutscenes though. Anyone who likes Ninja Gaiden/Shinobi III/Run Saber/Strider MUST play that game ASAP. It's somewhat difficult to find but you can get the Japanese version for like $5. Or you could get the rom I guess.
I never beat it, I could get to the last level at one point though, the game is merciless. The lack of passwords is not cool, even if you know exactly what you're doing you'll be playing for quite some time.
Fantastic set of moves for the character though, great levels, great music, cool looking enemies and bosses. A must have for any action fan. It was developed by Hudson rather than Irem, but it has some similarities to Irem's older Ninja Spirit game if anyone ever played that in the arcades/on the TG-16 (the weapon selection is identical actually).

..The Mega Man X games, of course, are good candidates... I agree, but I more suggest getting a translated Megaman & Bass (search: Rockman and Forte). Along with Megaman 7, which has some of the best aspects of the original series nailed down pretty good right there, especially with the well-hidden Proto-shield and its extremely fun way of getting it.

Gradius 3 on arcade, not SNES will make you hurl your PS 2 pad at the TV (Gradius 3/4 for PS 2), that game defines hard. Ghosts N Goblins can be twitch too because you constantly have to hurl javelins or other weapons because the game sends an endless army of enemies after you. A good twitch shooter would be DoDonPachi and DonPachi, you really have to make your ship dance to survive for very long.

Aeroblasters on the Genesis/Megadrive is a fairly competant twitch blaster, much better on the arcade though (no pointless animé cutscenes for one!)
