An annoying one, since I'm not really interested by my curiosity is going crazy.
It was one of those free MMO-type deals with an art style that looked kind of like Dawn of Mana. The first character shown was a white-haired guy in green and brown clothes. It was one of those side bar ads I saw when browsing TVTrope's forums. I meant to click it, but didn't get around to it, and now I can't get it to come up again.

Close, but not quite. I dare say the character in the ad I saw looked very similar to Dawn of Mana's protagonist. Finally came up again. Turns out it's Forsakia. Not quite what I thought it looked like. The fuzziness of the ad made it a little hard to tell.

Here's an old one, along with that game I've mentioned previously (Transforming robots isometric shump that no one can pinpoint) I played another game that I have no idea what game it was.
One vs One fighter which was a mirror match between a white (player character) and black (AI) ninja. Loser got his face shroud pulled off at the end of the fight.

Im not at home with FPS, but I can remember a FPS from a game magazine which has fantastic twisted enemy grunt designs from my memory. I think there was an asylum theme going around? Or it plays in an asylum? I'd say I saw 2 articles somewhere between 1999-2005 (nto spread throughout those years, the artciles where quite close to eachother, I can't remember exactly when I've seen them but it must've been in those years because of my membership from the magazine).
I don't know if it was released? Mainly want to look at those grunt designs again. i think I remember clearly some livid humanoid creature with a lot of screws and stuff (maybe a jester face? or (just an insanity face). Definately not yer usual designs coming from western developers... I'd say It looked maybe quite a bit like Maken X grunt designs.
It's not anything like Painkiller or Clive Barker games.
It think a girl or women was the protagonist.

The game I am trying to remember the name to was an arcade game from the early to mid 90's. It was an over the head, run and gun type of game. It kind of reminded me of Mercs but had better graphics. You selected from I believe 4 characters. It took place in industrial areas, and factories. I specifically remember one of the weapons you could pick up was a m202 flash rocket launcher. It was one of those RL's that had a quad chamber of rockets. You would go around basically killing bad guys and picking up different weapons. It was lots of fun but I cannot remember the name of it for the life of me. Hope someone can help.

No unfortunately that is not it. The graphics are kinda similar but a little more realistic and not as cartoony as Shock Troopers. Getting on the right track. I think you could also pick up sticks of dynamite. I believe the rocket launcher (and other weapons) were in wooden boxes? Dont quote me on that

That almost sounds like Growl, but that was a sidescrolling beat 'em up and didn't have a factory stage.

OMG you are right!! It was growl. I had thought it was an above down view but it was a side scroller. You dont know how much that means to me that you helped me. I am truly indebted to you!! Awesome.
