PE2 is decent(has not aged well), whereas PE1 has aged great.
PE3 is a fun game, with a HORRIBLE story.
Boy does it have some ultraviolent nightmare fuel though.

I just finished playing through the first one. I quite enjoyed it. The story, though completely silly, was enjoyable and much different than what you usually get from an RPG. And even playing on my PSP the atmosphere came through.
It's definitely a bit clunky at times though. I sometimes had a lot of trouble figuring out which piece of the prerendered backgrounds I was supposed to interact with. The rooms were sometimes so small that combat just turned into a clusterfuck.
And god, that end sequence was so frustrating. Not the (four part) final boss, but the instant-death-trap obstacle course that came after. And having to sit through ten minutes of unskippable cut-scenes each time didn't make it more pleasant.

Wow, 3rd birthday plot is *horrible* Not to mention the character mutilation. This gets the highlander sequel treatment for me.

I only remembered the first game, which I liked. Not many games went through the motions of being a police procedural and gave it points for that. RE, for example, rarely had the police actually act like policeman and just went straight for the killing. I think I played through PEII but it's all just a blur to me--couldn't have been all that hot. As for the PE1 plot, I can honestly say I hardly remember a thing about it.
Around the late 90s-2000 it seemed like there was a general rule to have all survival horror-type games to have completely stupid plots. Even in my teens I never cared that much about the ludicrous plots of all the Resident Evils, Parasite Eves, and Dino Crisis. The fun was all in the puzzle solving and staying alive while fighting mutant creatures with tank-like controls. And during that time any game with half-way decent FMVs or pre-rendered backgrounds was cool by default no mater how cheesy they were. It was all about the eyecandy blended with violence. In a way, it's not much different to how things are now.

Considering the games you just named, I think it has something to do with them being Japanese rather than the setting.
