What cousin video games can you think of? Cousin video games are video games created by designers of the more popular ones, but for different developers. Here are some examples:
Cocoron and Little Samson for the NES were created by the creators of Ghosts 'n' Goblins and Mega Man. Some early Neo Geo titles, as well as the platform itself were created by some of the same people who created Street Fighter 1, Moon Patrol and Kung-Fu Master. And I heard that someone who created Pulstar and Blazing Star formally created the R-TYPE series, which in fact Pulstar was released a year after Irem Corporation filed for bankruptcy and resurrected itself as Irem Software Engineering.
Those are some examples.

You did bring up Irem, but one popular example is Irem's Gunforce 2, which could be seen as an early version of the first Metal Slug (in fact, the same dev team moved on to form Nazca after Gunforce 2). In The Hunt also bears some similarities to elements of Metal Slug.
The recent free-to-play TPS, Warframe, may be developed by the same group as Dark Sector, but I suppose it counts here because Dark Sector was published by D3 Publisher and had quite a lot of changes from the original trailers and concepts from ~2004. Warframe, incidentally, borrows far more elements from said old trailers, and makes some veiled references to Dark Sector - not the least of which is that players can obtain the Glaive as an off-hand weapon.

Karate Champ arcade and Double Dragon are also cousins. Puzz Loop and Magnetica franchises are also cousins. Data East's Shootout and TAD Corp.'s Cabal and Blood Bros. might also be cousins. The Bandai Wonderswan is a cousin of Gunpei Yokoi's other works like the Game & Watch and the Game Boy. Psikyo's Strikers 1945 series is the cousin to Video System's Sonic Wings / Aero Fighters franchise.
For brother video games, they are games by the same designers for the same company, but with completely different plots. One example is Tomato Adventure being the big brother of the Mario & Luigi series.

Tokuro Fujiwara is not only the creator of Tomba/Tombi, but he also worked at Capcom before hand, creating both Ghosts 'n Goblins and the Mega Man series.
Because once you create one awesome game, is it really possible to stop?

Mortal Kombat -> Tao Feng (via John Tobias)
Virtua Fighter 1 -> Tekken 1 -> Ehrgeiz, Tobal & Kakuto Chojin (via Seichi Ishii)
Tekken 1 -> Bushido Blade 1 & 2 -> Kakuto Chojin (via Kunihiko Nakata) [might even throw Super Smash Bros.: Brawl in there, cause his name appears in the credits as well]

Oh yeah and there is of course the best game of all times, which of course Ristar which is not really a Sonic game or even a Sonic Team game, but it's close enough and right from when that team was sorta restructuring and giving itself a new form. And it still has a Sonic-y vibe to it, even though it's slower and a bit more visually complex.

One that may count as _both_ "cousin" and "brother" by the OP's definition may be FEDA to Shining Force.
With both Climax/Max Entertainment AND Sonic/Camelot Software Planning working on SF, and then the companies going their seperate ways, with Climax/Max doing FEDA, and Sonic/Camelot doing SF2.
NOTE : I'm not 100% Sure of Max Entertainment's relationship to Climax. Don't smack me down too hard.

NES Pro Wrestling and the Fire Prowrestling series. The programmer of the former went on to work on the latter, and particularly in the PCE and first few SFC versions of Fire Pro they have a very similar graphic style and even some of the move animations seem taken straight from Nintendo's game.

Batsugun's Special Edition mode on the Saturn plays a lot like Donpachi, or just Cave shooters in general. That one sticks out in my mind as a really good cousin game.
Do graphics count? I think El Shaddai was by the same artists as Ookami. Either way, both games look incredible.
Was JoJo's Bizzare Adventure by the same guys who did Guilty Gear? I think they were, but I'm not completely sure. As much as I like Capcom games, the company tends to get thier really talented designers mad and quit to go do other games for other companies.
