It seems published by Sega is also not quite accurate?

It's also not listed in Enterbrain's Sega Arcade History.

Isn't Aztec Adventure/Nazca '88 for the Sega Master System based on this game? It shares the same enemy bribing mechanics.

Is it? I don't think it's directly based off this game, but it would be interesting to note, whenever I get around to doing an Aztec Adventure article.
We eventually came to the conclusion that Sega didn't actually distribute this game, despite what MAME seems to say.

I also don't know the origin of the game, but the thought crossed my mind, since there are some Master System games loosely based on obscure Sega arcades, so loosely that they go so far as to have a name change (Monster Bash -> Ghost House [as HG101 pointed], Sonic Boom -> Bomber Raid). Maybe discovering the origins of Nazca '88 could put some light into the secret origins of Legend.
