I'd say it's more a matter of crummy anime artists than game developers. Now if you were talking about the Big Hand stage in F-Zero X, that's a whole 'nother kettle of fish. :P
Seriously, though, it's a lame attempt at adding drama and movement to the drawings.

I think the developers just want the gamer to see that the heroes of their games actually wash their hands.

You see, game developers need hands. For working. Have you ever tried to design a game with your feet? Smashing your head against a keyboard doesn't work that well either, unless you're trying to make games like Banjo or Death Trap Dungeon. Hence, hands are the preferred method used by developers to make games.
