I know it's hated for the snowboarding sections, but in terms of atmosphere, I _LOVE_ Frost Man's stage. The final part of the level, where it gets darker and finally you play at night, with the city lights in the background is just genius. As cute as bright snow stages are, most of the winter is super dark super early over here, so that's pretty fitting I guess. Perfect music, too.

If it's just snow/ice and not specifically "winter", Narshe from FF6 comes to mind. As does Chill Penguin's stage from MMX1.
In general, I'm not too fond of ice stages, though.

Oh yeah, Shattered Memories is probably the only game I've played that actually makes you feel cold when playing it (the music helps a lot with this). I agree. I think that the darkness and loneliness also contributed to that feeling. Also played through it during the end of 2009, hehe

Tales of Eternal had a good one too. In the way of how frozen it was and how bleak the song was at the town. Sums up how I feel about winter now.

I hate Ice Levels. All of them. They are a pain in the ass. Reminds me that I've got to live through winter yet Bah Humbug!
Okay, I kind of like Antartica in Quackshot. The music helps a ton, and it's the last level in the game before it takes a sharp turn towards malicious. Which might mean that somehow it's the most fun. That game had a really nice difficulty curve now that I think about it.

Hmm... there could be a lot of nominations I could think of, but I think I'll go with...
Jazz Jackrabbit Holiday Hare '98. Is it cheating to use a Christmas version of a game as a nomination? Too bad, I don't care.
I'm not sure what it is for me... it may be nostalgia playing a part of it, but I think it might be the music, as well. There's only one song in the three or so levels this particular demo lasts, not counting the boss track carried over from the main game, but it's a really, really good song.

I can't believe nobody mentioned Metrojd Prime's Phendrana Drifts yet. Seriously, just listen to that chilling (pun intended) music: youtu.be/7RWI3-8N_-YIt's definetely my favorite area in the game, and probably my favorite world in the Metroid series as a whole. For me it represents everything that the series is known for: the huge, extremely detailed landscapes that incentivate exploration, the awesome equipment you can collect (you get the Wave Beam, Heat Visot AND Spider Ball here, 'nuff said), the complex enemy battles, the atmosphere... It has everything that Metroid stands for, and it's freaking beautiful to boot!

Bob, as far as Christmas Jazz goes, I'm a huge fan of the version of Carol of the Bells that plays in the 1994 Holiday Hare version of the first game.

After seeing your post though and putting more thought into it, I suppose the only reason I never cared for the Phendrana Drifts was because I felt Thardus was kind of... unimaginative. Even the Sheegoth seemed very generic in design to me. Outside of that, the vast, frozen landscape does what it's intended to do, and I suppose the enemies reflect that. The music definitely suits the atmosphere.

As far as Jazz Jackrabbit and winter themed music is concerned:
It sounds like a DKC outtake, but that is far from a bad thing IMO.
