It does indeed sound a lot like many other similar DOS/Amiga platformers. Was "Alternative Software" responsible for any other similar games?

Yes, Alternative Software was a kind of infamous Publisher for crappy, cheap (mostly licensed) games on Amiga. In my experience, they range from "playable, but generic"(Suburban Commando) to "downright insulting and crap"(Nightwalk). I was thinking it might be another one of those cases where they farmed out the development to the same folks to whom everyone else was farming out development, such that everyone's games ended up looking the same. But I guess that was more of an NES thing.

I remember getting stuck on that one street level or something, even though I followed a walthrough of it and followed it to make sure to NOT get stuck.

Anyone find it funny that on the game's cover "Hulk Hogan" is trademarked, where the actual game title is not?

Not really, because at the time even wrestling events he appeared on and merch sold with him on it had to carry a TM notice (at the time Hulk Hogan and Hulkamania were trademarks of Marvel Comics, later Hogan himself acquired the rights).

I just played the other day a bit of Team17's Project-X for Amiga. The starting shmup stage is very reminiscent of it, and in the article the Superfrog connection is already stated, so it can be safe to say that Alternative Software simply aped Team17's style which was pretty much all the rage at the time. (Now of course people only remember them for the Worms series)
